Mzeusia and Snoodum Citizenship Application
Firstly, you may have noticed that Snoodum recently had their citizenship application declined. This application was declined because Mzeusia's last used IP was identical to the registration and posting IP of Snoodum.
After this was discovered, Mzeusia was informed that they had been reported to the NS moderators, as a possible WA Multier, and the nation Mzeusia resigned from the WA before any ruling could be reached by the NS moderators. This could be taken as further evidence of guilt or admission they were in the wrong.
Secondly, there are other forms of evidence to be considered, such as posting and being on exactly at the same time, possible similar language usage, and Mzeusia and Snoodum being in regular contact with each other.
So ultimately an explanation needs to be given as to why this is the case, ideally before any decision is made to refer it to a CLS vote or a process by another body.

@"Roavin" has been appointed to serve as Regional Guard Director. As per Charter of the Lazarene Regional Guard 1.2 and Mandate 12 IV.6, this appointment is subject to a simple majority confirmation by the Shareholders of Lazarus.

In addition, on Guard related matters, Melons has agreed to continue serving in the Guard as an officer, to help out the Director in recruiting, leading and organising operations and helping to manage the Guard in other matters, in order to help the Guard get back on it's feet to serve our interests abroad (and to have fun doing so).

Recall Killer Kitty from the CLS |

I propose a recall of Killer Kitty from the Council on Lazarene Security.
Killer Kitty has not logged into their nation in 41 days. CLS members are meant to be high-endorsement high-influence bulwarks to fight against coups and handle other in-game security matters. Therefore, it is crucial that they regularly endorsement swap to make sure that their endorsement count remains high. Furthermore, and even worse, due to the game mechanics in NationStates, a nation does not gain further influence if they have not logged on within a week. This is irresponsible behavior for a member of the CLS. In addition, Killer Kitty promised not to repeat this behavior when they were reappointed just recently, but went ahead and did it anyway. This should not be considered a norm when appointing members to the body designed to protect us. On the face of it, it appears KK did what was necessary to retain the job, and then refused to follow through on what was neccessary for the position. This should be unacceptable for a region with our past.

Lazarene Elections Act
Section 1. The Timing of Elections
(1) General Elections shall be held 15 days prior to the end of term for an elected office.
(2) General Elections shall last for a duration of fifteen (15) days.
(3) Special Elections shall be held as soon as reasonably possible once a vacancy in an elected office appears, when:
a. A recall or resignation has taken place prior to the first or last fifteen (15) days of the term.
(4) Special Elections shall last for a duration of eight (8) days.
Section 2. The Composition of Elections
(1) General Elections shall be composed as follows:
a. A four (4) day standing period.
b. A six (6) day campaigning period.
c. A five (5) day voting period.
(2) Special Elections shall be composed as follows:
a. A two (2) day standing period.
b. A three (3) day campaigning period.
c. A three (3) day voting period.

As outlined in the Lazarene Elections Act, elections will consist of three periods: standing, campaigning and voting. During general elections - held every four months – the periods will take four, six, and five days, respectively. If the Prime Minister’s office is vacant before the end of the term, a special election will be held. Special election periods will take two, three, and three days, respectively.
During the voting period, you will rank candidates in order of preference. You should rank abstention beneath all of the candidates you are prepared to consider. You need not rank all of the candidates or any of them. You should be aware that abstaining matters. If enough votes are counted as abstain, the whole election starts again!

(2) The Prime Minister shall be elected by majority instant-runoff vote for a four-month term. Elections shall be undertaken by the Assembly. Procedure for elections will be defined by law.

This was a project started under my predecessor, Sylven. Following change in the Warzones, it came to a stop. Recently, we’ve renegotiated with Warzone Africa and Warzone Asia to present to you the following draft:

Warzones Incorporated is a subsidiary company of the Corporation of Lazarus, aimed at providing a more sophisticated presence in NationStates for Warzone communities, and a greater influence in their affairs for LazCorp. For the following sections, LazCorp refers to the government of LazCorp, and a Warzone refers to the government of a game-created Warzone region, as acknowledged by LazCorp.
Obligations
LazCorp must work to protect the associated regions of Warzones Inc. from takeover.
LazCorp (with the blessing of the Warzone in question) may help Incorporated Warzones with:
- recruitment of new member nations,
- cultural activity organization,
- regional security,
- and forging diplomatic connections.
Incorporated Warzones must:
- provide military support (if available) to the Lazarene Guard,
- acquiesce to diplomatic changes in their region demanded by LazCorp,
- and mention their Warzones Inc. membership in their region's WFE when in their control.
Membership
A Warzone will be Incorporated if it agrees to join Warzones Inc. and LazCorp accepts it as a member.
LazCorp may remove a Warzone from Warzones Inc. at any time by notifying the Warzone in question that they're being removed from the agreement.
Any Warzone may leave Warzones Inc. at any time by telling LazCorp that they're leaving the agreement. A three-day grace period will be granted to the Warzone to decide it's course.

A motion and a second have been received for the Court Reform Amendment (August 2020). This is a vote on a constitutional amendment. As such, it requires a three-quarters supermajority to pass. The discussion thread can be found here.
