The bill, "Amendment to the Criminal Code Act (September 2020)", reprinted below, has been motioned to vote and seconded. It requires a 50%+1 majority to pass. The discussion thread can be found here.

As per Assembly Procedure Act 1.5, this vote will last for 5 days, ending on September 15th, 2:56 PM EST. Citizens may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present".

  [Failed] Reduction in Punishment (September 2020)

Shareholders of Lazarus,

A motion and a second have been received for the Reduction in Punishment (September 2020). This is a vote on reducing a punishment decided by the court. As such, it requires a three-quarters supermajority to pass. Citizens may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present".

The time allotted for this vote is five days. Voting will end on the 14th of September, 2020, at 3:35 AM EST.

On June 11th, 2020 Vedan was found guilty of Conspiracy to Commit Misconduct. He was sentenced on June 14th, 2020. The Assembly of Lazarus, having found this sentence absurd, hereby enacts this Reduction of Sentence.

Section 1. Reduction of Sentence

(1) Vedan's sentence currently reads:

Internal Management Re-Organization Plan
Firstly, I would like to thank the last Director @"Mzeusia" and the other Internal Management Directors for their efforts, and certainly what I have to say next should not be taken as anything against them, as I have different ideas of how to organize the Department. The next stage of Lazarene development has to come from the grassroots, and active players in the region need to lead by example to encourage that grassroots to get involved, so for that reason I'll be all about setting out regional and nation map and RP templates that Lazerene nations can easily edit themselves. That means showing other nations how to more effectively RP, and getting them interested in developing their nations to RP. This is what I would call stage one of the plan, as the next step is setting up RP moderators i.e. Game Masters, and role play events that may or may not involve nations.
Secondly, my plan is divide Internal Management into three key focus areas: 
  1. Publication and Promotion i.e. the Gazette posting once a month at least, getting info out to nations in the region about what is happening in Lazarus, and promoting RP events.
  2. Role Play Game Masters and Developers working together on the RMB, and RP GMs also operating on the forum to moderate any events or RP activity there. There should be an effort for RP GMs to be somewhat active in RPs, and educate others about how to more effectively RP.
  3. RP Events/Activities organizers i.e. organizing RP events like regional balls, video/game nights, werewolf games, and such on the forum and discord. 
If this can be accomplished then Lazarus will be well on the road to at least having a really credible RP scene, which in itself will encourage more folks to become Lazarenes and get involved in our region.

This will be a lot of work, so I figure it is going to be a long road to get it done, though I think if we don't Lazarus will stagnate and I doubt any of us want that. Security without fun is boring, and I wouldn't be wrong to say that plenty in Lazarus are feeling that not as enough activities are available around here.
Finally, thanks to @"Temmi" for appointing me, and I'll try and serve you well over the next few months.

@"Domais" has been appointed to serve as Director of Shareholdership. As per Mandate 12 IV.6, this appointment is subject to a simple majority confirmation by the Shareholders of Lazarus.

I've decided to appoint NewRogernomics to be my Director for the ministry because I believe that he can help with my goals for starting roleplay and helping the Gazette flourish. I admittedly don't know a ton about roleplay or our gazette, but would like to help both parts of the region. Bringing someone in that is better on that end of things will allow me to direct my focus at getting more people involved and my other ideas/programs.

For Granting Official I am appointing Domais. They obviously know the ins and outs of Lazarus and can now ensure no bad people try to get in!

Additionally I wanted to mention that once I have the cabinet in place, I'll be working on a list of specific projects/goals for each ministry that we'll release to the rest of the region so everyone knows what we're trying to do and can help! This way we can also track our progress If you have a desire to help Lazarus grow or have some ideas about how to make our region better, feel free to reach out to me in NS or on Discord. ^-^

Currently, legislation can be discussed and then edited after the fact. This allows for the possibility that edits can be sneakily made, and shareholders may not notice such edits when voting on legislation if they have already discussed it and made up their mind.

While @"New Rogernomics" did not do anything wrong, we see that the post was edited.

@"Demonos" luckily saw that an edit was made before making a decision on whether or not he supported the legislation, but there is a possibility that edits could slip through the cracks and shareholders may vote for legislation they disagree with. In addition to this, legislation could be edited just before it is taken to vote, and shareholders will not be able to discuss such changes before the vote.

Yes, I do believe it is the responsibility of the shareholder to fully vet any legislation they support; however, I believe by requiring a nation to post a new copy of the bill in the same thread if any revisions are made will guarantee shareholders are aware of the current state of the proposed legislation.

With that in mind, I propose the following Amendment to the Assembly Procedure Act of May 2020.

Section 1. Amendment to the Assembly Procedure Act (May 2020)

(1) Section 2 of the Assembly Procedure Act (May 2020) states:

(1) A minimum discussion period of three days is required before any proposal may be brought to vote. The Speaker is not required to open a vote if they determine that the proposal has not had sufficient discussion, but they may not delay opening a vote for more than seven days from when the motion to vote on the proposal was seconded.

(2) In order for a proposal to be brought to vote, a citizen eligible to vote on that proposal must make a motion to vote, and another such citizen must second the motion. A motion to vote may only be made by the initial author of a proposal unless the initial author is no longer a citizen or has not posted on the off-site regional forum for more than seven days without posting a leave of absence. Only the citizen who made the motion may withdraw it, unless that citizen is no longer a citizen, then the Speaker may withdraw the relevant motion. Once a motion is withdrawn, voting shall cease immediately.

(3) Only the Prime Minister may introduce a proposal to enact, amend, or repeal a treaty or declaration of war, and only the Prime Minister may make a motion to vote on such a proposal.

(4) In the event that there are multiple competing proposals regarding the same matter in the judgment of the Assembly Speaker, the Assembly Speaker will bring them to vote one at a time, in the order they were motioned to vote. If such a proposal is enacted, the subsequent competing proposals will not be brought to vote.

(5) All votes will take place for five days. Citizens eligible to vote may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present." Voters may not post any other content in a voting thread or embellish the format of their vote in any way, and votes that include additional content or embellishment will be discarded and split from the voting thread. Voters may cast their votes by posting in each voting thread.

(6) The Assembly Speaker will determine which discussions will take place publicly and which will take place privately, and may accordingly move discussions to and from the Assembly's private forum, except that the Delegate may determine whether proposals to enact, amend, or repeal treaties will be public or private. All votes will be conducted in public.
