In accordance with Article I, Section 5 of the Twelfth Mandate, the Delegate has requested that the Assembly vote on a declaration of war with the NPO. As a declaration of war, it requires a two-thirds supermajority to pass. Citizens may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present."
The time allotted for this vote is five days. Voting will end on Sunday the 16th of December at 10:18am EST.

most of you have been following and voicing your opinions on the latest revelation in our long line of regional scandals. Once again outside forces meddled in your region's affairs and violated your regional sovereignty to their own end. They have been found guilty of past offences against Lazarus, only to be given the chance to redeem themselves and start again, as is our forgiving nature.
Some of you have advocated for joining the current war efforts against the New Pacific Order; some of you have advised against it. After some consideration, both Tubbius and I agree that the best course of action is to let you, the citizens of this great region, decide whether we mobilise for war or not. We urge you, however, that you do not make this decision lightly, or in haste. We will share with you our thoughts on this matter. Some of these thoughts you have heard before; some may be entirely new. Please take these thoughts into consideration as you ponder what you think the right choice for Lazarus is.
For many years, the New Pacific Order has been a constant thorn in our side, its officials incessantly seeking to undermine us and our sovereignty. We would not be alone in this war either, but rather standing alongside our sister sinker Osiris and several other regions that have already declared war. It would finally allow us to pay back some of the pain that we have endured at their hands for years and show them that they cannot fool with us any longer or take advantage.
Furthermore, the social and economic benefits of a war abroad cannot be understated. Such a big unified goal will bring our citizenry closer together, acting and fighting side-by-side. Our residents will be engaged and motivated to participate in defence and patriotism for their region, which will surely prompt many of them to participate in ways they had otherwise been wary of. Without a doubt, engaging in this war will be a boon to our unity and our activity.
On the other hand, while we weren't formally at war, this region has been warred over for much of the past three years, if not longer. We are more stable than we have ever been in recent memory. A war threatens that stability. We would have to create a military again, with all the implications attached that have previously led us to eschew such an institution. The war will also make us a target once more. The New Pacific Order has seemingly left us alone after the installation of Mandate 12, finally; the transgressions that had been revealed predate the Anarchy Week back in April. By declaring war on them, we, in turn, become fair game to their machinations once more, and also to any region that might ally itself with the New Pacific Order.
Participating in this war would also bring up ugly memories of the fighting we've had here at home, both against foreigners and against each other; the returning weariness of Lazarenes from years past cannot be papered over by swift and glorious victories, because a war against the New Pacific Order must inherently be a war of attrition, long and arduous, and there is no consensus on whether such a war can be won at all.
Last but not least, it's a question of identity. Who are we? Are we warriors seeking to enact revenge upon those that have slighted us, or do we let bygones be bygones and concentrate on us and what makes us special? Do we reject the New Pacific Order's obviously begrudging attempts to meet our demands, or do we hold our word and accept that they have met our terms? Which kind of Lazarus do we want to be?
Fellow citizens, I do apologise for the heavy burden I am laying on you with this decision, but we feel at the same time that it is too important for us to simply order by fiat. The consequences of this decision will immeasurably shape the future of Lazarus in the years to come, and so we urge you with all of our conviction that you think about this rationally and with care. Section 1. Establishment of the Lazarene Regional Guard
(1) The Lazarene Regional Guard will be the sole military force of Lazarus, neutral in alignment.
(2) The Delegate will be the commander-in-chief of the Regional Guard. The Delegate may appoint a minister to serve as operational commander of the Regional Guard, subject to all provisions for appointment and removal of a minister. Operational command authority may be further delegated to a chain of command subordinate to the minister.
(3) The command, conduct, and membership criteria of the Regional Guard may be further regulated by law or by executive policy.
Section 2. Establishment of Military Neutrality
(1) The regional military alignment of Lazarus will be neutral. Lazarus will bear the Neutral tag at all times.
(2) Lazarus may not bear any of the following tags: Defender, Imperialist, Independent, or Invader.
(3) The Regional Guard may only engage in the following types of operations:
a. Defense of Lazarus;
b. Defense of Lazarus' treaty allies, if mandated by treaty terms;
c. Invasion of regions upon which Lazarus has declared war, and defense of other regions against their military forces;
d. Defense of other Feeders and Sinkers at the request of their legitimate governments;
e. Assistance in other regions' legal Delegate transitions at the request of their legitimate governments;
f. Offensive or defensive training operations in game-created Warzone regions;
g. Invasion of fascist regions and defense of regions against fascist military forces;
h. Invasion of regions which pose a substantial threat to the out-of-character security or safety of NationStates players, and defense of regions against forces which pose such a threat.
(4) The Assembly may enact a resolution empowering the Regional Guard to invade a region that is the ally or protectorate of a region upon which Lazarus has declared war. Such a resolution may be approved or rescinded by two-thirds vote of the Assembly.
Section 3. Constitutional Law Designation
(1) This Charter is designated as a constitutional law, and will be subject to all requirements for enactment, amendment, and repeal of constitutional laws.

Criminal Code Amendment (February 2019)

Preamble
This amendment of the Criminal Code Act (September 2018) criminalises opposition of wartime operations and incitement to commit a crime.
Section 1. Amendment of Section One
(1) Section one shall be amended to read:

(1) Any person who engages in conduct with the intention of:
a. illegally removing or altering the Mandate, the Government or the Delegate,
b. levying war or preparing to levy war against Lazarus,
c. taking up arms against Lazarene operations conducted in the defence of allied regions
d. taking up arms against Lazarene operations conducted within regions with which we are at war
e. taking up arms against Lazarene operations conducted within allies or protectorates of regions with which we are at war that have been sanctioned by a resolution of the Assembly in accordance with Section 2 Subsection 4 of the Charter of the Lazarene Regional Guard (December 2018)
shall be guilty of treason.

Section 2. Amendment of Section Eleven
(1) Section eleven shall be amended to read:

(1) Any person who prepares, incites another or plans to commit an offence enumerated herein, shall be guilty of conspiracy to commit that offence.

A quick amendment ensuring that those who oppose our wartime operations can be prosecuted as traitors. Care has been taken to exclude R/D gameplay so that this law cannot be used to persecute raiders or defenders.

My appointment as Court Justice was done without the public knowledge of my alternate identity Curious Observations. Cormac requested on Discord that the region should decide on this appointment again and I think that's a reasonable request.
Therefore, I hereby tender my resignation as Human Resource Officer, and leave it up to Imki and the Assembly to decide whether they wish to appoint and confirm me again with that new information.

A motion and a second have been received for the Hostile Entities and Persons Act (December 2018). It requires a 50%+1 majority to pass. Citizens may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present."

Section 1. Hostile Entities
(1) The Assembly may, at the request of the Delegate or the Council on Lazarene Security, designate a region or organization as a hostile entity. Such designation will require a two-thirds vote of the Assembly to approve or rescind. The Assembly may rescind such designation on its own initiative.
(2) No person participating in a hostile entity may reside gameside or be admitted to citizenship in Lazarus until ending such participation. Participation will include residence, citizenship, or official membership in the hostile entity, or any higher form of participation.
(3) Citizenship will automatically be revoked from any citizen discovered to be participating in a hostile entity, following a 72 hour grace period in which the citizen may end participation in the hostile entity. The citizenship of the citizen in question will be suspended during said grace period.
(4) Citizenship will automatically be revoked, without any grace period, from any citizen discovered to have been participating in a hostile entity that was designated as such at the time of their application for citizenship, if such participation was omitted from said application.
(5) The prohibitions herein will not apply to infiltration of a hostile entity for the purpose of espionage or subversion, or other such action taken against a hostile entity, provided a waiver for such action has been granted by the Delegate. Such waiver may be kept classified and may be rescinded by the Delegate at any time.
(6) No request for embassies, gameside or off-site, nor any application for diplomatic recognition filed on behalf of a hostile entity may be approved. Any embassy or diplomatic recognition already obtained on behalf of a hostile entity prior to its designation as such will be terminated upon designation.
Section 2. Hostile Persons
(1) The Assembly may, at the request of the Delegate or the Council on Lazarene Security, designate any person as a hostile person. Such designation will require a two-thirds vote of the Assembly to approve or rescind. The Assembly may rescind such designation on its own initiative.
(2) Designation as a hostile person will prohibit a person, under any alias, from residing gameside or being admitted to citizenship in Lazarus.
(3) No citizen of Lazarus may be designated as a hostile person while maintaining citizenship in Lazarus.
Section 3. Records of Hostile Entities and Persons
(1) The Assembly Speaker will maintain publicly accessible records of all regions and organizations designated as hostile entities and all persons designated as hostile persons.

This month, Lazarus continued to work upon it's forum and discord community, with some discussions about appointing official endorsees of the delegate, and the eventual development of a military or militia for the defense of the region. Lazarus is also coming to terms with allegations over the NPO in Lazarus and elsewhere, with discussion in discord and the forum about the response of Lazarus to this developing incident.

This resolution seeks to condemn the past and more recent activities of the New Pacific Order, and as well as some actions and organization of the government of the NPO, and many of it's members. Lazarus recently introduced the LazCorp theme, making residents employees of the company, and citizens into 'shareholders', and the region is gradually transitioning into a GCR Mega Corp with a team of lawyers ready to protect it's interests. Recently LazCorp's attempted acquisition of Lone Wolves United failed despite the best attempts of LazCorp, and it was reported that a team of lawyers would respond, supposedly to this attempt of undue interference in the market.

The leaks detailed in The Miniluv Messenger articles "The Same Old Pacific Order", and "Explosive Leaks from Within the NPO!" have unraveled many years of history throughout Nationstates, bringing new light into the New Pacific Order's conduct in the Feeders and Sinkers, and throughout the game in general. It also gives new insight into how some members of the New Pacific Order have seen the game, and their place in it. At least from the initial scope, it does look like a public relations nightmare for the New Pacific Order, even whether you agree with them as a government, or you are supportive of their affairs.
From the looks of the allegations, during more recent times of 'Task Force Lazarus', the NPO set up a goal of destabilizing Lazarus, and removing alleged bad elements, namely 'Userites', and perhaps eventually doing what it couldn't with the New Pacific Order, which was to make Lazarus some kind of puppet state directly led in secret or publicly by the New Pacific Order, as we can read here in the released logs, from a Miniluv Messenger article: The Same Old Pacific Order

This took advantage of the existing factional divisions of Lazarus, which had been developing for years over disagreement of policy, with everything from disagreements over R/D, the organization of the government, to even more serious concerns over Funkadelia's Delegacy. Effectively working to turn Funkadelia, Lamb, and Killer Kitty, against long term natives like Harmoneia, and general defender elements in the region.
In addition, it was discovered that in violation of Celestial Union and Humane Republic of Lazarus law, Stujenske had entered Lazarus under a new name of Kowassati, and operating at the highest levels of Lazarene government, and at one point holding the Delegacy. Whether this was at the discretion of the New Pacific Order government, or an independent action of Stujenske, we may never know the full details of.
It will surely take a while to look back into Lazarene history, as it goes all the way back to the People's Republic of Lazarus, which on the urging of the New Pacific Order (which was totally unknown to most in Lazarus), removed long-term natives of Lazarus that were perceived as a threat to it's future operations, due to their ties with some UCR regions such as The Land of Kings and Emperors, or because of their ties to raider groups.
