A motion and a second have been received for the Criminal Code Amendment (February 2019). It requires a 50%+1 majority to pass. Citizens may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present."
The timing allotted for this vote is five days. Voting will end on Thursday the 7th of February at 16:53 EST.

Preamble
This amendment of the Criminal Code Act (September 2018) criminalises opposition of wartime operations and incitement to commit a crime.
Section 1. Amendment of Section One
(1) Section one shall be amended to read:

a. illegally removing or altering the Mandate, the Government or the Delegate,
b. levying war or preparing to levy war against Lazarus,
c. taking up arms against Lazarene operations conducted in the defence of allied regions

e. taking up arms against Lazarene operations conducted within allies or protectorates of regions with which we are at war that have been sanctioned by a resolution of the Assembly in accordance with Section 2 Subsection 4 of the Charter of the Lazarene Regional Guard (December 2018)

Lazarus is full of phenomenal talent, passion and creativity, I wanted to showcase some of the wonderful nations that inhabit our beloved region and award their contributions to Lazarus in a fun way!
Fitting our LazCorp theme I have decided to create the Employee of the Month awards! To be unveiled on the last Monday of every month, one nation from Lazarus will be announced and have their shiny frame added to the wall!
Anyone with a nation in residence in Lazarus is eligible to be Employee of the Month and everything around the region will be taken into consideration!

Imaginary wins the very first Employee of the Month award for her excellent work in both her own Ministry of Public Relations (Foreign Affairs) and around the region in general! One of the first to join up with the Lazarus Regional Guards and become a member of our military, a wonderful artist who has drawn some great sketches of our lovable Vice-Delegate and contributed to our regional paper, the Lazarene Gazette, always out and about setting a great example of what Lazarus has become abroad as well as staying active within the region, energetic, passionate and yet still so young! I could gush about how great Imaginary is and what potential I see in her all day long! I think this is a very much deserved reward, and she's a shining example of the fresh blood Lazarus has to offer.

Lazarus alongside the Proclamation of War upon the New Pacific Order, have voted on a Proscription against that government. The proscription in the strictest terms will ban New Pacific Order citizens and residents holding citizenship or participating in any shape or form in the government of Lazarus.
Such a proscription will strip Lazarene citizenship from those who concurrently hold citizenship or participate in the New Pacific Order. This has been seen as a necessary second step following on from the declaration of war against the New Pacific Order. Proscription was being discussed prior to the declaration of war, as a possible measure whether Lazarus decided upon a war measure or not, generally as a means to prohibit New Pacific Order influence upon Lazarus in the future.
With the proscription passing by a strong margin of 95% for the motion, Lazarus as a region seems to wish to provide reassurance of their commitment to resist the New Pacific order both at home and abroad, and that it won't go back to business as usual. It also forms a basis for regional unity against a commonly perceived threat, supplementing the declaration of war it had passed on the New Pacific Order.

The Delegate of Lazarus, Imkiville, in an address to Lazarus said "Greetings again Lazarus! We’ve had a busy old month but we can’t let the excitement derail us from our main goal of rebuilding our region so I’ve got a lot of appointments for your consideration to help towards that end!", highlighting the hard work of her administration, and her intent to appoint more positions within Lazarus.
During her speech, she expressed her desire to appoint the first Council of Lazarene Security, inclusive of in her own words of nations who, "a well rounded group of long time Lazarene players that will help cover all aspects of Lazarene security to keep us safe", the players in question were New Rogernomics, Harmoneia, Killer Kitty and Aflana. Under Lazarene law, the Council of Lazarene Security works under the leadership of the Vice-Delegate, in this case Treadwellia.
The confirmation vote of this would later pass, including the confirmation vote of Killer Kitty, which some made reservations over appointing to a regional security role. The confirmation of Killer Kitty would pass on a margin of 67% approval, whereas Harmoneia and New Rogernomics were the highest approved, with 88% and 94% respectively.
While on issue on the courts, Imkiville laid out her intent to put forward Roavin, who had resigned for withholding information, for another vote, stating "I wish to again choose to present Lazarene Roavin to the region for confirmation to the position of Court Justice. I don’t believe the disclosure of his identity as the nation Curious Observations changes his suitability to serve on our regional court. I stand by my original appointment of him and put it to you, the region, to see if you agree", though the confirmation vote would later fail by a margin of 67% against, and 33% for. At least at present, we can infer that the uncertainty and confusion around Roavin's admission was sufficient to block the appointment.
In order to proceed with the Lazarene Regional Guard Charter, Imkiville laid forth her intent to appoint a Minister of the Lazarene Regional Guards, making the following statement, "Finally, with the war with the NPO and our recently passed Lazarene Regional Guard Charter, I believe it is imperative we begin to mobilise our forces as soon as possible so I would like to appoint Kingdom of Napels, aka JoWhatup, as our first Minister of the Lazarene Regional Guards. An experienced military gameplayer and a keen, enthusiastic Lazarene, I believe he'll be a great commander for our new military!". JoWhatsup would later be confirmed by a strong margin of 94% for and 8% against.
In her speech, she ended by expressing that she hoped, "everyone will vote to confirm these appointments to help us stand strong and together as a region!", and she thanked the region of Lazarus for their continued hard work.
In order to pursue the war against the New Pacific Order, as well as carry out military operations for regional defense and security, Lazarus has established a military force, known as the Lazarene Regional Guard. This force shall be tasked initially with duties inclusive of offensive and defensive operations against the New Pacific Order, and Fascist regions, as well as defense of treaty allies and support of legal delegacy transitions.

While Lazarus establishing a regional military, in the form of the Lazarene Regional Guard, Lazarus near unanimously by a margin of 100%, with one abstaining vote, for a resolution to 'Empower the Regional Guard Against NPO affiliates'. This resolution allowed St Abbaddon, Communist Americas, and Azhukali, as NPO protectorates, and an ally, to be targeted for invasion or military interventionist measures, while under the control or support of the New Pacific Order.
With St Abbaddon ceasing to be governed by the New Pacific Order, Lazarus seems to still be establishing a policy for future relations, with some suggestions of a treaty or strong relations, while most seem to wish for a positive relationship with St Abbaddon in the future, while pursing treaties with other regions for now. The concern on relations with St Abbaddon remains more in the existence of some New Pacific Order citizens still remaining there, though this doesn't seem to present a threat to future relations.
Osiris has been developing a strong diplomatic relationship with Lazarus, with both exchanging ambassadors, and no doubt helped along by the large number of dual citizens of both regions, and the friendly relationship that has been developing since the failed constitutional convention.
This climate of co-operation has led to a desire between both regions to improve the relationship both share with each other, with a treaty which hopes to improve cultural and military ties between both sinker regions, with a proposed 'Treaty of the Sun', now under formal discussion in both regions.
While such a treaty is likely to pass with solid approval in both regions, the language of the draft text is still being worked on, with some language still to be worked out surrounding the security of both regions, and how each region will deal with individuals that are convicted of an offense in on region or both.
Discussions have begun surrounding the LazCorp theme, and whether it should be the theme in the long-term, with expressions of interest in a Greek theme, and perhaps a vampire theme for Lazarus, though the later seems to have less support than the former, which some suggested could scare people away from the region if it wasn't done well enough. While some have also expressed the idea that Lazarus should avoid themes altogether, as they may be a distraction from running the region.
Lazarus will have challenges in establishing firm diplomatic relations with other regions, both out of how the administration came to be established, and the structure of the government system itself. Though, to explain this fully requires a discussion on the context of Lazarene history, with Lazarus having to deal with what each previous administration brought to Lazarus, and the obstacles they still present today, most of that being resentment. While at first glance, some view the current Lazarene administration as a mix of autocracy and democracy, or an outright dictatorship, never set to change, I think that such an analysis seems to really ignore how Lazarus has been governed, and how the current system can be a positive step, rather than exclusively a negative one.
When I joined Lazarus, it was under King Dezzland, who would later leave to pursue life outside of the region, and it was also the time of the Last Kingdom raid upon the region, one which I refused to participate in. It was also a time when Lazarus was run through a challenge system, which is something that lasted well into the period up to the People's Republic of Lazarus. Unfortunately or fortunately, depending on your point of view, it led to a system where 'Lazarenes' could gather support in the region, and challenge the delegate democratically. The cost of this was the expulsion of 'imperialists', 'raiders', and long-term natives by Feux and Milograd, and an atmosphere created by the People's Republic of Lazarus where political minorities were actively discouraged or ejected from power or the region.
After a lot of effort, Kazmr, and those who supported him, including Funkadelia and Harmoneia, managed to fight and expel the New Pacific Order, inclusive of Feux and Milograd, from the region. This started the Humane Republic era of Lazarus, where Lazarus would have a fully democratic system, with regular delegate elections, and a ban on the leaders of the New Lazarene Order from the region. It would remain a firm supporter of the Founderless Regions Alliance or FRA, and be deeply resented by Balder, and other regions, due to the prior participation and support of it's citizens in the People's Repubic of Lazarus. It would have strong relations with The South Pacific, The Rejected Realms, born out of a respect for the defender alignment and mutual respect built both during the People's Republic of Lazarus and throughout the Humane Republic.
But this state of affairs would short-lived, when the Humane Republic began to develop political factions opposed to each other, after a brief calm, where Lazarus would re-establish diplomatic relations with the New Pacific Order, and work towards ending the defacto cold-war with Balder. Though these rifts wouldn't really come to pass till the Celestial Union, which had developed two opposing factions, led by Funkadelia and Lamb on one side, and much of Lazarus on the other, with New Pacific Order citizens manipulating both factions. This was made possible by the open diplomacy and open political system of Lazarus, which allowed full democratic participation, with no controls on who could hold the delegacy. It also had major flaws in security, which would include allowing infiltrators to reach the highest level of Lazarene government.
Lazarus would go through the Undead Dominion, and the Kharnate, before Imkiville with support of GCR regions, took Lazarus and established a constitutional convention with their support. Those successor states of Lazarus would receive differing levels of recognition, with Balder supporting somewhat the earlier, but both having a hostile relationship with both The Rejected Realms and The South Pacific, which would make it harder for the current administration to establish relations with them.
After the collapse of the constitutional convention, both The South Pacific and The Rejected Realms, have followed a policy of wait and see with Lazarus. Lazarus is after all not as democratically open as the Humane Republic was, nor does it have an open defender stance, or a treaty with either region. Though it is possible that relations may smooth over time, due to open participation of citizens of both regions within Lazarus, and over how the administration develops their political system.
There are some reasons for optimism, and of course reasons for concern about how the Lazarene political system is structured, and how it could be autocratic or dictatorial. Generally how authoritarian it is depends as much on the players involved, as it does the the construction of Mandate 12 and how Lazarene law is applied in practice. It is safe to say that Mandate 12 can be both a productive tool, as well as a constitution with unsettled questions.
Lazarus is yet to settle the political issue that exists since the Humane Republic, which is the battle between the powers of the legislature, the executive officers, and the office of the delegate. All of which, if structured poorly, can lead to an unstable Lazarus or a stagnant system that grinds Lazarus to a halt.
Lazarus generally tends to a have system, continued under Mandate 12, with a strong executive Delegate, who appoints executive officers, who are then approved by a legislative assembly. It then has a court, appointed by the Delegate, and then approved again by a legislative assembly. Though, the issue that is presented by this is over a separation of powers. Should the Delegate in a sinker region have all this power? Or instead should there be a weak Delegate tasked with security, supplemented by a strong elected executive. Or should Lazarus instead take the risk of an elected Delegacy with a strong executive, which the Humane Republic and Celestial Union did, possibly leaving Lazarus open to an infiltrator to come and seize the delegacy.
The general feeling among Lazarenes is to avoid the last option, and to keep the Delegacy controlled either by trusted long-term natives, or by trusted citizens in general, who the region can be sure of not being foreign agents tasked with doing harm to the region or destabilizing it by sowing dissent. But of course having an un-elected executive, who can remain in power, will always be up to charges of suppressing democratic rights of the region. Lazarus will have difficulty diplomatically until it answers these questions, and decides on a system it is prepared to defend well into the future. The problem of balancing regional security with democratic freedoms will always be a complex one that will give Lazarus friends and enemies, well into the future.
Lazarus may re-establish strong relations with The South Pacific, and eventually The Rejected Realms, and even form a strong relationship with Balder, with which it once had a hostile relationship. But the greatest difficulty in dealing with the Nationstates community will come from within Lazarus itself, and how Lazarus decides how to interact as a government and as a regional community. Whether it evolves to more democratic governance, or less democratic governance, will be up to the debate within Lazarus itself, and how other regions interact with Lazarus.
Though ignoring efforts Lazarus has made thus far towards democratic processes would be a mistake, in my opinion, as would pressuring it to the point it begins to resent other regions and begins to internalize itself. Lazarus may be a success story to some, but to most of the Nationstates community it is very much still for nations to make their minds up about. Though of course some have already made up their minds, rightly or wrongly, and resolved to accept the new Lazarus or to oppose it.
Lazarus may be rising and rebuilding a community bit by bit, but it is still an open book, with a new history needing pen to be put to paper. Question is, what will that history be from hereon in?

Treaty with Osiris.
Dear Citizens, our Foreign Affairs team have been hard at work and it is with great pleasure I come to you now with the fruits of their labour!
Osiris are, I believe, the perfect choice for our first treaty. Our sister Sinker region shares a great deal in common with us from the basics of how our regions function in game to the build of our constitutions. They too have been through troubled times, grown stronger through adversity, and even now we work together to fight our shared foe in the war against the NPO.
For your consideration and approval, Speaker, by the power vested in me by Article I.4 of Mandate 12, I hereby request that the Assembly debate and vote on the Treaty of the Sun.
Special thanks to Minister Imaginary, Deputy Minister Ryccia and the officials over in Osiris for working so hard and making this possible!

Treaty of the Sun
A treaty to define the fraternal and amiable form of the relationship between the regions of Lazarus and Osiris.
Article 1: Recognition
(1) The Osiris Fraternal Order and its legal successors shall recognize the government established by the Twelfth Mandate of Lazarus and any of its legal successors as the legitimate government of the region of Lazarus.
(2) The government established by the Twelfth Mandate of Lazarus and its legal successors shall recognize the Osiris Fraternal Order and any of its legal successors as the legitimate government of the region of Osiris.
(3) Should the government of a signatory voluntarily disband while in exile, the other is freed from the commitments of Article 1, Sections 1 and 2. Additionally, if the new government refuses to recognize this treaty, it is automatically dissolved.
Article 2: Pact of Non-Aggression
(1) Both signatories hereby pledge to not invade, raid, or otherwise attack the other’s region or any possessions they may have, nor aid any faction, government, or party to do so.
(2) Both signatories agree that the deployment of military forces on the opposite side of the other in another region that is not the possession of either does not constitute aggression against either of the signatories.
(3) If planned and agreed upon by the governments and military forces of both signatories, both military forces may engage in offensive raiding or defending action against each other for training purposes, or for their mutual pleasure.
Article 3: Mutual Defense
(1) Both signatories pledge to defend one another militarily against any invasions or similar crises they may suffer.
(2) Both signatories pledge to send any military forces they possess at the request of the other in order to facilitate legitimate delegacy transitions, or in cases of emergency.
(3) Both signatories agree that they shall not aid an enemy at war with the other. If a region declares war on one of these signatories, the other may only choose to stay neutral or aid the signatory in question.
(4) If one of the signatories does not possess any military forces and is called upon the other by the provisions set in Article 3, Sections 1 to 3, they must assemble a military force at the earliest opportunity.
Article 4: Protection Against Infiltration
(1) Both signatories pledge to inform the other’s government and any relevant intelligence services of any evidence they may have of espionage, infiltration, subversion, manipulation, or conspiracy against the other. They shall also inform the other of any conspiracies to commit any crimes in the other’s jurisdictions.
(2) Both signatories pledge to cooperate on matters of intelligence and security.
(3) Both signatories pledge to punish any of their citizens convicted by the other of acting against the other signatory through espionage, infiltration, subversion, manipulation, or conspiracy. They may choose to hold a trial for any of these crimes, or punish the individuals outright. In the latter case, both governments must negotiate any punishments to be given to the individuals in question.
(4) Both signatories shall condemn any acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other if the target of these acts confirm it.
(5) Both signatories pledge to never commit acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other, or aid any faction, government, or party to do so.
(6) If the government of any of the two signatories fail to fulfill the obligations of Article 4, Sections 1 to 5, they must formally and publicly apologize for this.
Article 5: Cultural Cooperation
(1) The relevant cultural authorities of both signatories shall actively cooperate on matters of culture, which may include festivals, games, roleplays, mafia, newspapers, radio shows, podcasts, graphic design, and others. At least one of these must be done annually as a bilateral event, unless in times of emergency. Furthermore, the relevant cultural authorities of both signatories are encouraged to do more than the required one bilateral event per year.
(2) The relevant cultural authorities of both signatories are encouraged to plan and cooperate on a festival celebrating the passage of this treaty.
(3) Citizens of Lazarus and Osiris are welcome to visit the other’s region and engage in events of cultural significance and to have fun with the other’s community.
Article 6: Provisions of Ratification, Amendment and Repeal
(1) Both signatories shall activate their legal mechanisms relevant to ratify a treaty after they agree to do so.
(2) If a signatory wishes to amend this document, they must negotiate with the other to do so. After this, the same legal mechanisms in each region relevant to ratify a treaty shall be activated to adopt these agreed amendments. If one region refuses these amendments, they are to not be adopted.
(3) If a signatory wishes to dissolve this treaty, they must notify, by any means of communication available and possible, their intention to dissolve said treaty to the other. After this, the legal mechanisms relevant to dissolve a treaty shall be activated in the region of the requesting signatory.
(4) The signatories may dissolve this treaty by mutual consent. The legal mechanisms relevant to dissolve a treaty must be activated, and if at least one region decides to repeal, the treaty is declared null and void with immediate effect.

As such, it requires a two-thirds supermajority to pass. Citizens may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present."

Whereas the Assembly of Lazarus, at the Delegate's request and pursuant to Article I, Section 5 of the Twelfth Mandate of Lazarus, declared war upon the New Pacific Order (NPO) on December 16, 2018;
Whereas Section 2(4) of the Charter of the Lazarene Regional Guard (December 2018) authorizes the Assembly to "enact a resolution empowering the Regional Guard to invade a region that is the ally or protectorate of a region upon which Lazarus has declared war" by two-thirds vote;
Whereas the region St Abbaddon is a formal protectorate of the NPO, established as such by a treaty signed by former Emperor Aleisyr of the NPO, former Consul Pergamon of the NPO, and Delegate Kitsco of St Abbaddon on May 31, 2017, which remains in effect;
Whereas the region Communist Americas is a protectorate of the NPO, established as such by military force against fascist occupying forces, which has been used by the NPO to spread their insidious Francoist propaganda rather than promotion of an appropriate anti-fascist message;
Whereas the region Azhukali was founded by Milozoldyck, also known as Milograd, a former Senator of the NPO who has maintained loyalty to the NPO for years, and who resigned citizenship in Lazarus at the onset of recent hostilities between Lazarus and the NPO in favor of participation in the NPO;
Whereas Milozoldyck/Milograd has a history of subversive activity in Lazarus on behalf or in what he perceived to be the interests of the NPO, including participation as a Senator in the 2015 New Lazarene Order (NLO) coup of Lazarus;
Whereas, at the time of this resolution's writing, the Delegacy of Azhukali was held by Feux, former Regent of the NPO, who as Delegate of Lazarus engaged in improper purges of Lazarene citizens in 2013 and who as Regent of the NPO established the NPO's support for the NLO in 2015;
Whereas Feux infiltrated Lazarus from 2016-2018 under the pseudonym Adytus, continuing to engage in subversive activity, eventually with the full knowledge of former Emperor Aleisyr and former Consul Pergamon, without disclosure of this identity to Lazarene officials;
Whereas evidence has emerged that Milozoldyck/Milograd, Feux, and some of their associates intended to use Azhukali as a front to continue the same kind of subversive activities against Feeders and Sinkers, potentially including Lazarus, that they engaged in while in the NPO; and
Whereas Milozoldyck/Milograd has once again been declared delete-on-sight, leaving Azhukali founderless and vulnerable to invasion; therefore, let it be
Resolved that the Assembly of Lazarus acknowledges St Abbaddon as a de jure protectorate of the NPO;
Resolved that the Assembly of Lazarus acknowledges Communist Americas as a de facto protectorate of the NPO;
Resolved that the Assembly of Lazarus acknowledges Azhukali as a de facto ally of the NPO;
Resolved that the Assembly of Lazarus hereby empowers the Lazarene Regional Guard to invade St Abbaddon, Communist Americas, and Azhukali, or to participate in another region's or organization's invasions of said regions;
Resolved that it is the non-binding sense of the Assembly of Lazarus that responsible native governance, free of the NPO's imperialist influence, should be restored to St Abbaddon as soon as practical following invasion;
Resolved that it is the non-binding sense of the Assembly of Lazarus that St Abbaddon, one of the few remaining historical founderless regions, should under no circumstances be refounded by the Regional Guard or invading forces supported by the Regional Guard;

Just one election was all it took to effectively remove NES and ban all 'LKE sympathizers' and 'raiders' from Lazarus, over an extended period of time, though no one at the time knew that's what they were voting for, beyond those party to the conspiracy. Just a small number of players can have a major influence on a region, for the better or worse, and this was how Lazarus was infiltrated during the Humane Republic of Lazarus and Celestial Union, and in the governments before them. The cost of heavy openness is weak security and enabling of coups, and repeatedly Lazarus was taken advantage of in this manner. Does this mean we want a 'Fortress Lazarus' mentality forever? I doubt it. However, for the time being it is pretty necessary, and will be till Lazarus has an active community, and robust institutions. We don't really have either of those, as the civil society (if you can call it that) was destroyed during the civil war, and hasn't been restored to Lazarus yet. Lazarus right now can be very easily manipulated and influenced.
Though I'd be against, as many are since the civil war, any kind of elected delegacy transition, beyond that of a challenge system and line of succession. I have no problem with Tubbius being our next Delegate, if Imki decides to step down some day for example. I don't even have an issue if we decided some day to make the Delegacy purely a security position with ceremonial powers, and a Prime Minister like figure and the elected assembly holding the political power. But from now on, loyal Lazarenes without [primary] allegiance to any foreign region, are the ones that hold the delegacy, and I don't see a problem with that, and as I have said several times on discord, if we lose the delegacy, we lose everything. Governments and communities can be rebuilt, but once the region is lost, we have to hope for the likes of Kazmr and Imki, to save us from the mess and bring back Lazarus. I don't want to go through that again, nor does Lazarus. We've had enough civil wars and coups for a lifetime.
This was a cost which the region decided it wasn't currently prepared to pay. You may disagree with that decision, as many already have, but the days where Lazarus would simply let players stroll in regardless of their affiliations and rise through the ranks to major political power is gone. Under the current government and constitution, the reigns are held tightly by those that the region can truly trust. Unfortunately (or fortunately depending on your NPO stance), this means that citizens of the New Pacific Order, are players that the region doesn't want to have any power - whether as voting citizens or in positions of power or authority.
The problem with exceptions, is that they themselves set a precedent, which is what was pointed out on the discussion of a proscription. I put forward an expiring exception, with the implication for yourself and a few others, including for Drop Your Pants to be allowed in, only while the exception remained in effect. But as was pointed out in that discussion, the problem with such an exception is that once you draw that line on accepting some people, the demand will be to allow more, on basis of fairness. If we accept one application, based on 'lack of threat', we legitimately have to accept them all, if we want to remain consistent, and not undermine the fairness of the application process. That means within a few weeks, we could have three, then six, then twelve applications from dual citizens from the New Pacific Order, and so on. New Pacific Order citizens deciding our laws and participating in our political process during war time, and when players in Lazarus genuinely feel betrayed by The New Pacific Order, is not what anyone is looking for, from a fair assessment of public opinion. But there should be a vote on this, as the proscription is not in effect yet in regards to the New Pacific Order, and instead we are taking the declaration of war into account in regards to citizenship.
Drop Your Pants hasn't 'earned' anything, in terms of the current government of Lazarus, which is the curse and responsibility of the current government to accept. When Lazarus passed legislation that made clear that this government was not a continuation of past Lazarene governments, it created a new footing and a new process for Lazarus to decide who deserved to achieve political power and who didn't. If you note, Imki didn't have to allow any of us in her government. She was well within her defacto rights as delegate to ignore everyone who participated in the convention, and to create a new Lazarus entirely in her own image. She didn't do that, and decided to give some of us who participated in the Convention, a say in the future of Lazarus, but that wasn't required of her nor is she required to accept anyone based on their past history in Lazarus.
That said, Drop Your Pants didn't really participate in the Convention, nor do anything of note in Lazarus during this administration, prior to his application, so the new government doesn't 'owe' Drop Your Pants anything - especially given that what Drop Your Pants did was in the Celestial Union and Humane Republic, and before, which this Lazarus is not a successor state from. That may sound harsh, and it is, though the reality is that the moment Lazarus said it wasn't a successor state, all past Lazarenes ceased to be 'owed' anything. The war however makes it difficult to allow dual citizens at this time. There may be a re-consideration, there might not be. In fact, no nation residing in Lazarus was granted citizenship for a long while now, since the initial war declaration on the New Pacific Order was passed.
Since no one has done it yet, I will put the New Pacific Order proscription up for discussion, as Lazarus as now has no policy beyond, 'this citizenship application has New Pacific Order in it' and 'we are at war with the New Pacific Order', therefore we can't process this right now.
Following this discussion. It is necessary for us to decide on our policy in regards to citizenship applications from the New Pacific Order.
Right now, as I mentioned to Milograd, we don't really have a policy beyond rejecting processing of applications because they come from the New Pacific Order, as we have no real policy on them beyond 'we are at war'.
