Deputy Public Relations Minister Elections

Position Details

This official will focus on connecting Lazarus with our embassies and allies through events/collaborations/etc, and also help shape our foreign policy as a member of the PR team. I'm leaving this description rather vague because I'd like this election to be a way for interesting takes on how we might conduct our FA department to be shared - and to leave a route open for those with the most intriguing/viable ideas to make them a reality.

Election Timeline
  • March 21-28 (7 days) for Candidacy Announcements + Platform Preparation
    (open to all citizens)

  • March 29-April 2 (5 days) for Campaigning
    (a candidate debate will be held at some point during this period, hosted by either Ryccia or myself)

  • April 3-6 (3 days) for Voting
    (voting will be done by the citizenry - the winner will be subject to my+Imki's approval)

  [Proposal] Treaty of the Sun Amendments

Greetings Shareholders,

First of all, sorry for the mixed-up original presentation of the Treaty of the Sun to this body. We are going to change the way we handle treaties in the future so as to avoid situations like that.

As there were quite a few important issues people had with the original draft of the treaty that we didn't make amendments for before its passage, I'd like to now ask you all to bring forward the issues with the treaty you currently have. The FA team will consider all proposed changes, omissions, etc. and attempt to formulate an amended treaty that will satisfy this body and make a stronger foundation for our relations with Osiris.

Feel free to re-post messages you have made on this topic in another thread or on Discord that you still think are relevant.

Treaty of the Sun

A treaty to define the fraternal and amiable form of the relationship between the regions of Lazarus and Osiris.
 

Article 1: Recognition

(1) The Osiris Fraternal Order and its legal successors shall recognize the government established by the Twelfth Mandate of Lazarus and any of its legal successors as the legitimate government of the region of Lazarus.
(2) The government established by the Twelfth Mandate of Lazarus and its legal successors shall recognize the Osiris Fraternal Order and any of its legal successors as the legitimate government of the region of Osiris.
(3) Should the government of a signatory voluntarily disband while in exile, the other is freed from the commitments of Article 1, Sections 1 and 2. Additionally, if the new government refuses to recognize this treaty, it is automatically dissolved.

Article 2: Pact of Non-Aggression

(1) Both signatories hereby pledge to not invade, raid, or otherwise attack the other’s region or any possessions they may have, nor aid any faction, government, or party to do so.
(2) Both signatories agree that the deployment of military forces on the opposite side of the other in another region that is not the possession of either does not constitute aggression against either of the signatories.
(3) If planned and agreed upon by the governments and military forces of both signatories, both military forces may engage in offensive raiding or defending action against each other for training purposes, or for their mutual pleasure.

Article 3: Mutual Defense

(1) Both signatories pledge to defend one another militarily against any invasions or similar crises they may suffer.
(2) Both signatories pledge to send any military forces they possess at the request of the other in order to facilitate legitimate delegacy transitions, or in cases of emergency.
(3) Both signatories agree that they shall not aid an enemy at war with the other. If a region declares war on one of these signatories, the other may only choose to stay neutral or aid the signatory in question.
(4) If one of the signatories does not possess any military forces and is called upon the other by the provisions set in Article 3, Sections 1 to 3, they must assemble a military force at the earliest opportunity.

Article 4: Protection Against Infiltration

(1) Both signatories pledge to inform the other’s government and any relevant intelligence services of any evidence they may have of espionage, infiltration, subversion, manipulation, or conspiracy against the other. They shall also inform the other of any conspiracies to commit any crimes in the other’s jurisdictions.
(2) Both signatories pledge to cooperate on matters of intelligence and security.
(3) Both signatories pledge to punish any of their citizens convicted by the other of acting against the other signatory through espionage, infiltration, subversion, manipulation, or conspiracy. They may choose to hold a trial for any of these crimes, or punish the individuals outright. In the latter case, both governments must negotiate any punishments to be given to the individuals in question.
(4) Both signatories shall condemn any acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other if the target of these acts confirm it.
(5) Both signatories pledge to never commit acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other, or aid any faction, government, or party to do so.
(6) If the government of any of the two signatories fail to fulfill the obligations of Article 4, Sections 1 to 5, they must formally and publicly apologize for this.

Article 5: Cultural Cooperation

(1) The relevant cultural authorities of both signatories shall actively cooperate on matters of culture, which may include festivals, games, roleplays, mafia, newspapers, radio shows, podcasts, graphic design, and others. At least one of these must be done annually as a bilateral event, unless in times of emergency. Furthermore, the relevant cultural authorities of both signatories are encouraged to do more than the required one bilateral event per year.
(2) The relevant cultural authorities of both signatories are encouraged to plan and cooperate on a festival celebrating the passage of this treaty.
(3) Citizens of Lazarus and Osiris are welcome to visit the other’s region and engage in events of cultural significance and to have fun with the other’s community.

Article 6: Provisions of Ratification, Amendment and Repeal

(1) Both signatories shall activate their legal mechanisms relevant to ratify a treaty after they agree to do so.
(2) If a signatory wishes to amend this document, they must negotiate with the other to do so. After this, the same legal mechanisms in each region relevant to ratify a treaty shall be activated to adopt these agreed amendments. If one region refuses these amendments, they are to not be adopted.
(3) If a signatory wishes to dissolve this treaty, they must notify, by any means of communication available and possible, their intention to dissolve said treaty to the other. After this, the legal mechanisms relevant to dissolve a treaty shall be activated in the region of the requesting signatory.
(4) The signatories may dissolve this treaty by mutual consent. The legal mechanisms relevant to dissolve a treaty must be activated, and if at least one region decides to repeal, the treaty is declared null and void with immediate effect.[/spoiler]

This amendment of the Criminal Code Act (September 2018) criminalises opposition of wartime operations and incitement to commit a crime.

Section 1. Amendment of Section One

Role-Play Groups and Lore Act (2019)

Section 1. Role-Play Groups

(1) Role-Play Groups shall be defined as entities that consist of a role-play regional organization.
(2) Role-Play Groups shall be moderated by the Ministry of Media & Events, under guidance of Forum Administration.
(3) Role-Players may participate in more than one Role-Play Group, so long as they are not in the leadership of more than that group.

Section 2. Organization of Role-Play Groups

(1) The Leadership may be determined democratically in a Role-Play setting or through succession. 
(2) Media & Events or Forum Administration may remove leadership or members from a Role-Play Group. 
(3) Membership requirements for Role-Play Groups shall be determined by the Ministry of Media & Events and Forum Administration.
(4) Role-Play Groups that do not meet Membership requirements for 60 days or more, shall be archived.

Section 3. Role-Play Lore & Official Canon

(1) Role-Play Lore can be approved, modified, or removed by the Ministry of Media & Events for each Role-Play Group. 
(2) Role-Play Lore shall be organized into categories by the Ministry of Media & Events.
(3) Official Canon shall be defined as Role-Play Lore that has been granted official status by the region.
(4) Role-Play Lore can be made Official Canon of the region, through a two-thirds Assembly vote. 

Section 4. Lore Repository 

(1) A Lore Repository shall exist to store Role-Play Lore and Official Canon. 
(2) This Repository shall be maintained jointly by the Ministry of Media & Events, the Speaker of the Assembly, and Forum Administration.

Section 5. Provision For Ministry Changes

(1) The references to the Ministry of Media & Events in this act refers to the Ministry in charge of Culture, or more exclusively RP activities.[/spoiler]

Role-Play Groups & Lore Generation Discussion

Role Play Groups Structure

Each RP Group (or Faction) would probably have the following:

  • Leadership, which can be as democratic or authoritarian as the members wish it to be.
  • Official lore that can be approved by Media & Events, and added to a lore repository.
  • Member number requirements, which will lead inactive groups to be archived and active groups continued.
  • RP Groups will be voluntary and not official structures, but the Assembly could approve a RP Group to having official status as official lore and permanent group status. This would have to be a really popular group though.
  • RPs on regular basis involving the community of that faction.
  • Restrictions on leadership i.e. you can be a member in any RP group, but only the leader of so many groups, so we don't end up with just one person or a small group monopolizing all the groups. 
Role Play Factions Examples
These are examples of RP groups that we could participate in, as fun role-play organizations/governments that are moderated by Media & Events. 

We might want Recruitment & Outreach involved as well, if we want to include RP groups in our regional recruitment campaigns - which might be a fun activity booster.

Forum Layout Example
Each faction would get a sub-forum to advertise itself and run Role-Plays. These would be moderated by the leadership of each faction.

Discord Layout Example
Discord would need some more channels to allow faction sign ups, faction recruitment, and inter-faction RPs.

At the very least we would need the following:
  • A Group/Faction sign up channel i.e. factions-sign-up, which could be either manually or bot moderated
  • A Group/Faction RP channel i.e. factions-simulation.
  • A Nation-Building RP channel i.e. for other RPs and nation development.
Though we could also have RP channels for each Group/Faction.

Possible Act
Though we can still run a lot of it through Media & Events without one as these are RP groups, we could use an Act to clearly define how this works.

(2) Role-Play Groups shall be moderated by the Ministry of Media & Events, under guidance of Forum Administration.
(3) Role-Players may participate in more than one Role-Play Group, so long as they are not in the leadership of more than that group.

Section 2. Organization of Role-Play Groups

(1) The Leadership may be determined democratically in a Role-Play setting or through succession. 
(2) Media & Events or Forum Administration may remove leadership or members from a Role-Play Group. 
(3) Membership requirements for Role-Play Groups shall be determined by the Ministry of Media & Events and Forum Administration.
(4) Role-Play Groups that do not meet Membership requirements for 60 days or more, shall be archived.

Section 3. Role-Play Lore

(1) Role-Play Lore can be approved, modified, or removed by the Ministry of Media & Events for each Role-Play Group. 
(2) Role-Play Lore shall be organized into categories by the Ministry of Media & Events.

Section 4. Official Canon

(1) Official Canon shall be defined as Role-Play Lore that has been granted official status by the region.
(2) Role-Play Lore can be made official canon of the region, through a two-thirds Assembly vote. 

Section 5. Lore Repository 

(1) A Lore Repository shall exist to store Role-Play Lore and Official Canon. 
(2) This Repository shall be maintained jointly by the Ministry of Media & Events, the Speaker of the Assembly, and Forum Administration.

Section 6. Provision For Ministry Changes

(1) The references to the Ministry of Media & Events in this act refers to the Ministry in charge of Culture, or more exclusively RP activities.

Note: Role-Play Lore would not be official (beyond approval by the Ministry of Media & Events) , unless as mentioned in Section 4, the Assembly voted to approve something as official canon.
