Section 1. Hostile Entities

(1) The Assembly may, at the request of the Delegate or the Council on Lazarene Security, designate a region or organization as a hostile entity. Such designation will require a two-thirds vote of the Assembly to approve or rescind. The Assembly may rescind such designation on its own initiative.

(2) No person participating in a hostile entity may reside gameside or be admitted to citizenship in Lazarus until ending such participation. Participation will include residence, citizenship, or official membership in the hostile entity, or any higher form of participation.

(3) Citizenship will automatically be revoked from any citizen discovered to be participating in a hostile entity, following a 72 hour grace period in which the citizen may end participation in the hostile entity. The citizenship of the citizen in question will be suspended during said grace period.

(4) Citizenship will automatically be revoked, without any grace period, from any citizen discovered to have been participating in a hostile entity that was designated as such at the time of their application for citizenship, if such participation was omitted from said application.

(5) The prohibitions herein will not apply to infiltration of a hostile entity for the purpose of espionage or subversion, or other such action taken against a hostile entity, provided a waiver for such action has been granted by the Delegate. Such waiver may be kept classified and may be rescinded by the Delegate at any time.

(6) No request for embassies, gameside or off-site, nor any application for diplomatic recognition filed on behalf of a hostile entity may be approved. Any embassy or diplomatic recognition already obtained on behalf of a hostile entity prior to its designation as such will be terminated upon designation.

Section 2. Hostile Persons

(1) The Assembly may, at the request of the Delegate or the Council on Lazarene Security, designate any person as a hostile person. Such designation will require a two-thirds vote of the Assembly to approve or rescind. The Assembly may rescind such designation on its own initiative.

(2) Designation as a hostile person will prohibit a person, under any alias, from residing gameside or being admitted to citizenship in Lazarus.

(3) No citizen of Lazarus may be designated as a hostile person while maintaining citizenship in Lazarus.

Section 3. Records of Hostile Entities and Persons

(1) The Assembly Speaker will maintain publicly accessible records of all regions and organizations designated as hostile entities and all persons designated as hostile persons.

The NPO's extensive malicious infiltrations of other regions, including several such operations against Lazarus, performed over the last few years has broken our trust in the government of The Pacific. As a result, we do not believe that the maintenance of diplomatic relations with the NPO at this time is in the best interests of Lazarus, and we have withdrawn our in-game embassy and archived our forum embassy for The Pacific.

This will be the only thread for citizen discussion of what to do regarding recent news about TP's actions past and present, and Lazarus' response to such. Please keep it civil.

Probably something we as a citizenry should discuss.

1) The OFO stuff was moronic: Why go after Osiris? Not to mention how much of a disaster getting caught is. At least had it been Balder there'd be some continuity of rhetoric.

2) The St Abbaddon stuff I'm not sure about. It seems to me like the natives welcome the NPO and TBH is looking for something to do in this god awfully boring GP landscape. I don't see a moral component whatsoever.

Having said that, I'm opposed to supporting Europeia's war (for many obvious reasons), but I think we have to at least talk about our position on the OFO incident. 

EDIT: To be clear, I strongly oppose the notion that GCRs owe it to each other to be allies, friends, or whatever. It's a stupid concept that I'm surprised is still being peddled. Instead of using that crap, I think we should focus on our interests within Osiris and The Pacific, our current relationships with these regions, and the forecast moving forward.

Hey y'all. Now that I'm allowed to have a nation again, I'd like to begin accruing as much influence in the region as possible, for the good of Lazarus. I am therefore interested in receiving permission to bypass the endorsement cap. I would like to explore democratic ways of doing this.

My plan to pursue this goal is as follows:

1. Create a thread titled "Discussion: I'd like to be an endorsee" in the Assembly
   
2. Invite people to post whether they think it's a good idea
   
3. Write out very carefully thought-out responses to my opposition, in hopes of changing their view
   
4. See if, by the end of the discussion, I have majority approval.
   • If I have majority approval, I will ask Imki to nominate me as an endorsee.
     
   • If I do not have majority approval, I'll try again somewhere down the road.
     

Greetings Shareholders of Lazarus!

One of my highest priorities when I came into office was to help people get involved as ambassadors for Lazarus. My starting goal was to have a unique ambassador posted in at least half of our embassies by the end of October, but thanks to so many in Lazarus stepping up to help, this bar is now far below us. Lazarus is currently represented in all of our GCR embassies. My appreciation to you guys!

Next month I intend to focus more on training; helping current ambassadors reach the next level in their diplomatic careers. I'm impressed by the initiative some ambassadors have taken already in their jobs to promote Lazarus abroad and keep her citizens well-informed. With that in mind, I hope you find the following domestic update which they've helped put together informative!

You may notice that some regions have already expressed interest in getting into a more serious diplomatic relationship with Lazarus. So far our foreign policy has been "friends without commitments" but the time may be coming for this to change. However, I want to make sure any inter-regional agreements we get into reflect the feelings of the community of Lazarus, not just its government. Just like it's generally a good idea to be in love with a person before you get married to them, I think it's important Lazarus is really actually great friends with a region before getting into an alliance with them. So please, consider what regions you feel like share our interests and ideals and share the reasons below.

TSP had an election earlier this month. The region has faced a lot of outside criticism recently on their administrative bans of Tim and Escade and proscription of Souls. Their delegate, Tsu, has been on leave-of-absence for much of his term so far, but others in the gameside government and community continue to be active.

The forums are used primarily for government affairs and applications while Discord is where most activity happens, with frequent discussions involving politics, NS, and sports there. Their RMB is active as a discussion area for new nations and is also used for events like Karaoke Friday and Haikuesday. Interest in having a treaty with Lazarus has been expressed by Badger.

Balder had elections this month, leading to some new faces in the cabinet. The region is joining TEP in hosting their "Wordy Witchcraft" writing competition. Balder recently had a disagreement with Osiris, leading to the termination of the two regions' treaty and in-game embassy. Balder has faced a lot of outside criticism on their handling of this conflict, and also of their internal management. OnderKelkia, reelected Statsminister, has expressed interest in having a treaty with Lazarus.

TRR has recently had a delegate election, featuring controversial candidates such a Souls and drama between Wabbitslayer and his Vice Delegate Marilyn Manson. The region continues to enjoy Werewolf on its Discord and snarky debate about everything under the sun wherever its members go. TRR has refused to recognize the current government of Lazarus as legitimate due to the disbandment of the Constitutional Convention.

A motion and a second have been received for the Delegate's nominations to the Cabinet of Lazarus and the Court. Each nominee requires a 50%+1 majority to be confirmed. Citizens may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present" on each nominee or on the nominees collectively.

The timing allotted for this vote is five days. Voting will end on Monday the 5th of November at 8:40 a.m. EDT.
