Internal Affairs
I hope to restore basic function to the Internal Affairs department. Endorsement campaigns are one of the most important things the government needs to do. I will also make sure that the Gazette is published and may do some podcasts to supplement it. As well as this, I hope to create an on-site forum thread for Lazarus' players to take their more serious RP to, allowing the RMB to stay light-hearted. Though I feel like mainly what this department needs is a return to routine operation, perhaps we might throw something together in double quick time for halloween, a mega spookfest 5000.
Foreign Affairs
As well as working to maintain our current alliances, I hope to build cultural ties and forge alliances with a broader section of the gameplay community. In contrast to former administrations, I intend to take an active stance with regards to global affairs. Lazarus' neutrality must not extend to her foreign policy: to do nothing for its own sake is mindless. It engages none of our citizens and it benefits only those who regard regions such as ours as targets. Apathy doesn't suit us, we will not wear it any longer.
The Guard
The Guard is able to undertake antifascist operations and I will do my best to see it do that. It sorely lacks a piler force, which I will try to build. This will give the region some real teeth.
I know that this seems short but what this government needs most is to rebuild routine. We must campaign for endorsements regularly, publish the news regularly, encourage residents to become citizens regularly, ask them to join the guard regularly, tell them that they can be an ambassador regularly. Flashy reforms will not bring activity back to where it was: only regular hard work can do that.

Shareholders of Lazarus,
A motion and a second have been received for the Criminal Review Appeals Mandate Amendment (October 2020). This is a vote on a constitutional amendment. As such, it requires a three-quarters supermajority to pass. The discussion thread can be found here.
As per Assembly Procedure Act 1.5, this vote will last for 5 days, ending on October 27th, 7:57 PM EST. Citizens may vote "Aye" or "For," "Nay" or "Against," or "Abstain" or "Present".

(1) Article V. Court of Lazarus, Powers of the Court, shall be amended to also include:

(4) The Court has the power, upon being petitioned by a citizen, to strike down any general law, treaty, or policy. in whole or in part, and restrain any government action, by two-thirds vote, if such violates this Mandate or any constitutional law.
(5) The Court may, upon being petitioned by a citizen, reconcile contradictions within and between this Mandate and constitutional laws, as well as contradictions within and between general laws, by two-thirds vote, maintaining minimal disruption to the intended purposes of the contradictory provisions.
(6) The Court may interpret and clarify provisions of law when posed in a legal question, by two-thirds vote, as prescribed by law.
(7) The Court may, upon being petitioned by a citizen, conduct Criminal Reviews in order to determine whether a person has committed a criminal offence. During a Criminal Review the person must be granted reasonable opportunity to defend themselves against the charges. Procedure for such Criminal Reviews may be established by law.
(8) Should the Court confirm by two-thirds vote that the person has committed a criminal offence after a Criminal Review, they may compel the Delegate to impose upon the person a punishment permitted by law, including revocation of citizenship, restriction of ability to vote and/or hold office, ejection and/or banishment from Lazarus and other measures. The Court may hold a Criminal Review appeal to reduce or overturn punishments decided in a Criminal Review. The Assembly may overturn or reduce such punishments by three-quarters vote.

Why you should vote for Dom
I think that we should do the following:
Foreign Affairs:
War with the NPO (The Pacific):- Due to the length of the current “war” with the NPO Lazarus should either affirm or end the conflict,
- If the war is ended Lazarus should not enter into a relationship with the NPO and the HEPA proscriptions should remain in place for at least a year;
Embassies and treaties:- We should audit our current embassies and remove any inactive ones. However, no additional forum or in-game embassies should be pursued at this time because of the lack of staff in the Foreign Affairs Department (we should send telegrams to the region in an attempt to fix that),
- We should audit our current treaties to see which ones are working and which ones are not. If they are not working we should repeal them or renegotiate,
- We should take a look at our current non-treated regions that we have a positive relationship with and look further advance that relationship;
Internal Affairs:
Cultural Law:- We should enact a cultural law that would establish official things for the region such as holidays and the motto,
- We should do regional events that coincide with those holidays (and not just ignore them);
Events:- As has been already stated we should do some events that would coincide with any holidays,
- We should establish annual cultural events (festivals),
- We should find some partners to do cross-regional events with (perhaps a Sinkercon if that is possible),
- Some of these events could be contests;
Cards Guild:- We should further develop the cards guild,
- We should do card giveaways and events,
- We should telegram the region seeking new members;
World Assembly Affairs:- We should make a department of World Assembly Affairs (if we can find the people),
- That department should be active in proposing new GA and SC proposals,
- We should include the gameside community in this,
- We should telegram the region seeking members;
The Gazette:- We should appoint a Deputy Director of Internal Management (maybe style it as Sub-Director of Communications or something) that is in charge of the Gazette,
- We should do more interviews with fellow Lazarenes and foreign regionals,
- We should establish a Lazarene Youtube Channel were the government and the Gazette would publish podcasts and the like,
- We should include the gameside community in the publication of the Gazette,
- Even though that the person that should be running the Gazette is a government member, their writing should be independent and they should consult the Director of Internal Management and the Department for ideas and proofing but they should not bow to their whims;
Other:- We should have a uniform style of all of the regions official dispatches,
- We should ensure that every WA nation endorses the Delegate;
Military Affairs:
The Guard:- We should seek a Director of the Guard from within Lazarus but if we still cannot find a person we should seek one from outside (not appointing one would be misconduct),
- We should work to revive the Guard by bashing fascists and having a revitalized effort in the Warzones.

Shareholders of Lazarus,
As per Lazarene Elections Act 1.3, a Special Election shall be held as soon as reasonably possible once a vacancy in an elected office appears. With the passing of Recall: Temmi as Prime Minister, the Special Election (October 2020) has begun as of October 20th to elect a new Prime Minister. The winner will assume the office of Prime Minister on October 28th, 2020.
This thread shall serve as the standing thread as per Lazarene Elections Act 4.1. Eligible Shareholders may perform any of the following in this thread:
- Declare that they intend to stand for the Special Election. Please make this statement clear and obvious.
- Rescind a prior declaration in clear and obvious language.
- Nominate other individuals to stand for the election. Note that these nominations are purely advisory, and only candidates that have formally declared as described above will be considered.
Any shareholders that have declared their candidacy are strongly encouraged to create a campaign thread by the time the campaign period has ended. If the individual does not do so, the Speaker will create such a thread for them.
The standing period will end on October 22nd, 4:29 PM EST, at which point the campaigning period shall begin.

Deputy Guidelines:
- Do not put anything to vote unless the Speaker is on an official leave of absence or has given permission to post a vote. This is to maintain Section 2.1, 2.4, and 4.8 of the Assembly Procedure Act.
- You may determine whether a vote is to take place in a public or private setting. The majority of discussions take place in a public setting.
- If a citizen has withdrawn their motion to vote, you may end the vote. If a citizen is no longer a citizen, then only the Speaker may withdraw the relevant motion.
- You may close votes that have ended. If you do so, remember to update the relevant law using the correct format.
- You may not give consent to release information from the Assembly. If someone asks you, tell him or her to ask the Speaker.
- You may advise citizens each month on their citizenship in accordance with the Lazarene Citizenship Act, Article II. Deprivation of Citizenship. When the Speaker or Deputies conduct a citizenship review, those scheduled to have their citizenship revoked must be listed in the Revoked Shareholders forum and a ping sent out to notify citizens of that thread as soon as it’s posted.

The sole reason for this is because the cabinet has not heard from Temmi in like a month. I even asked them to resign a few days ago and they didn't respond. Temmi isn't even remotely doing their job and the last time I've heard from them was around 9/14. So we have an inactive Prime Minister and it is unkown if they will come back.
