Whereas the Governments of The North Pacific and Lazarus, hereafter jointly referred to as "the signatories", are cognizant of their shared status as governments of the game-created regions; and

Whereas the signatories wish to develop closer ties with one another through continued discussions, as well as the undertakings set forth herein;

Therefore, the signatories agree as follows:

Section I - Mutual Recognition

1. The signatories acknowledge the constitutional governments acting at the time of ratification of this Pact to be legitimate and sovereign governments of their respective NationStates regions.

2. The signatories will maintain their established in-game embassies (i.e., on the NationStates site) and off-site embassies (i.e., on their respective regional forums) with each other.

Section II - Non-aggression

1. The signatories will not engage in any military hostilities against one another’s home regions, their event regions, jump points, or any other regions owned by the signatory.
Participation on opposing sides of a military engagement that does not involve an attack on any of the above qualifiers shall be exempt from the above requirement.

2. The signatories will not attempt to subvert or undermine one another's legitimate and sovereign governments in any form.
The signatories will not in any way initiate or participate in espionage, subterfuge, or other clandestine operations against one another. For this purpose, a "clandestine operation" is one or more persons acting under false pretenses in one signatory's home region or regional forum, without that signatory's knowledge, and at the behest of the other signatory.

Section III - Communication

1. In the event of a security-related contingency or compromise of another feeder, sinker, or mutual ally, the signatories will inform each other of their respective positions and share pertinent information regarding the matter without unduly risking sensitive information or jeopardizing operations.
1.1 All information shared shall be kept confidential for use of the receiving signatory’s government only unless the release of such information is explicitly allowed by the providing signatory

Section IV - General Provisions

1. This Pact shall come into effect upon its ratification by the duly authorized individuals or bodies of both signatories.

2. The signatories reserve the right to nullify this pact with the approval of their duly authorized individuals or bodies. In the event of such, the nullifying signatory must notify the other as soon as practicable

Yesterday, I made some controversial comments on the NSGP Discord and Forum. Admittedly, those have damaged my reputation and it’s my belief that my continued service as your Minister of Foreign Affairs will lead to Lazarus’ reputation being damaged. I will defend myself against the accusation that I am a fascist or sympathise with them: I am not, nor have I ever been. However, knowing that my personal reputation has been considerably damaged, I can’t logically remain in my position as the leader of the Foreign Affairs department. So I will do what a sensible person in my position would do, resign as Minister of Foreign Affairs, effective immediately. I will not be departing the region nor the department, however.

The Defendant is accused of Conspiracy to Commit Misconduct, defined by Section 12 of the Criminal Code Act (September 2018):

Evidence and Commentary

At 2:56 AM on the 25th of May, 2020 (BST) Vedan posted an announcement in the Laz Op Server (a discord server operated by the Regional Guard) explaining that he had arranged a joint operation with Mercenaries R Us and that interested members should join a joint operations server, to which he posted a link:

Though no other Lazarenes participated, the operation wasn't cancelled. The following major, Vedan and Mercenaries R Us jumped into OEU Puppet Poole from their jump point Nacb:

Section 2, subsection 3 of the Charter of the Lazarene Regional Guard (December 2018) states:

a. Defense of Lazarus;
b. Defense of Lazarus' treaty allies, if mandated by treaty terms;
c. Invasion of regions upon which Lazarus has declared war, and defense of other regions against their military forces;
d. Defense of other Feeders and Sinkers at the request of their legitimate governments;
e. Assistance in other regions' legal Delegate transitions at the request of their legitimate governments;
f. Offensive or defensive training operations in game-created Warzone regions;
g. Invasion of fascist regions and defense of regions against fascist military forces;
h. Invasion of regions which pose a substantial threat to the out-of-character security or safety of NationStates players, and defense of regions against forces which pose such a threat."

The operation in OEU Puppet Poole did not conform to any of the categories listed in subparagraphs A to H. By arranging for the Guard to participate in this operation, planning to participate as a member of the Guard and inciting others to participate as members of the Guard Vedan therefore prepared, planned and incited members of the Lazarene Regional Guard to violate the Charter of the Lazarene Regional Guard (December 2018) and thereby commit Misconduct, defined by Section 10 of the Criminal Code Act (September 2018):

  Is HEPA Constitutional?

Article II of the Mandate gives the Delegate the right to impose bans and ejections from Lazarus and this is further supported by Article V of the Mandate that gives the court the power to implore the Delegate to ban or eject someone from Lazarus, but fails to give the court that power themselves. If this interpretation of the Mandate is in the opinion of the court as actuate, is the Hostile Persons and Entities Act, which allows the Assembly (and not the Delegate) at the request of the Council of Lazarene Security or the Delegate to designate a region or person hostile, which denies a person or members of an organisation residency, citizenship and etc. in Lazarus, and doesn't require the Delegates approval, unconstitutional?

This act shall establish official awards and honors for citizens that can be applied upon discretion of officials and forum administration.
 
Section 1. Granting of Awards and Honors

(1) Official awards and honors to be granted shall consist of:

a. Honorary titles given to a citizen,
b. Awards given to a citizen,
c. Donated gifts of monetary or other value given to a citizen.

(2) Awards and honors may be granted to a citizen through the following means:

a. The Assembly holding a 50%+1 majority vote to grant established awards or honors,
b. The Minister appointed by the Prime Minister to be a granting official,
c. The Forum Administration team granting them.

Section 2. Alteration of Awards and Honors

(1) Official awards and honors can be established, replaced, modified, or removed by:

a. The Minister appointed by the Prime Minister to be a granting official,
b. The Forum Administration team, where necessary or in-conjunction with granting officials.

(2) Official awards and honors may be revoked from a citizen by the granting authority:

a. The Minister appointed by the Prime Minister to be a granting official,
b. The Forum Administration team, where necessary or in-conjunction with granting officials,
c. The Assembly, if they granted them, by holding a 50%+1 majority vote.

  Goodbye Again

Heya folks,

So this is my notice that I am going to be stepping down from the Court soon. A variety of circumstances had already meant that I was considering stepping back but recent events in which a certain part of the community has made clear that I am not welcome as far as they are concerned and that they do not feel I can separate my duties and Lazarus and my duties in other regions. While I fundamentally disagree with the later point their expressing of the former attitude has contributed to me bringing forward my departure. I wish to stress that I was already intending to step down and that recent occurrences have merely brought forward my departure.
I will not be leaving right now as I am not going to leave the court a man down. Those who wish to apply for my place on the court are encouraged to message Tubbius and the chosen applicant will be taught legal interpretation by me before they are appointed to the role. Only then will I step down with another Wymwall :p

The Shareholders of the Lazarene Corporation could not have expected the electrifying excitement in the Board Meeting room on the second floor of Corporate Headquarters, yesterday. There was less than a day left in the election for Managing Director of the Corporation, and there was a tie, with six votes for each McChimp and joWhatup. This resulted in discussion about a special election. However, Human Resource Officer Wymondham recast his vote in favor of joWhatup. Alas, the special election was not to be, as joWhatup now had enough votes to win the election. Before all this, we had a debate, a standing period, a campaign period, and there were two other candidates in this election, Domais and Chanku, and each got a single first-round vote, not enough to make it any further in the election.


The Managing Director ran on a public relations policy of building bridges with fellow neutral regions. He also stated in his campaign that he would reestablish the department of World Assembly Affairs, promote more on-site Gazette action, an unchanged regional roleplay, and keeping the Guard virtually unchanged. The Corporation will have another Managing Directorial election in four months’ time, and the Gazette congratulates joWhatup for his victory.
