I should have done this a long time ago.
It has been an honour to serve you as our Foreign Minister. An honour I did not earn. I consider that I have done a mediocre job at best these past few months, and my inactivity has gotten to the point where I cannot ignore it anymore without the painful sense of guilt and powerlessness overwhelming me.
I initially started out in the government with the hope that I was going to make it big. I was going to get the dreams I had long so desired in my six years of NationStates. If I was worthy, I would do a great job and serve a region for once. I helped Imaginary as Deputy Foreign Minister, and I am prouder of my work in that role than the one I am now because I was mostly useful. Now, my own incompetence has been laid bare. I give up.
Lazarus deserves better, and I find that I am not a competent enough person to lead the Foreign Ministry. Simply put, I am not cut out to be in such a position at this time. My insomnia and the new workload that originated at my first rough first semester at university did not do me any favours. They just sapped my energy to the point where I had become totally unmotivated and hopeless to do anything. I went inactive and I have let my responsibilities slide for far too long. For this I have failed you. I have failed to be an effective, active and competent Minister. I cannot even leave a successor to run the Ministry. That I shall leave for the government to decide. That is the level of my incompetence, and for this I humbly ask for the forgiveness of the region for my irresponsibility and macabre leadership in my role. I can only hope to be considered "below average" in the Lazarene history books.
I do not ask to be thanked as I step down. I feel that I deserve not such an honour.

Thought I'd make a thread explaining how elections happen.
Every election will consist of three periods: standing, campaigning and voting. During general elections (held every four months) those periods will take four, six and five days respectively. During special elections (held if the Prime Minister's office is vacant before the end of a term) they will take two, three and three days respectively in order to leave the cabinet vacant for the shortest possible time.
During the standing period, candidates make themselves known publicly.
During the campaigning period, candidates may campaign in order to gain support.
During the voting period, you will rank candidates in the order of preference. You should rank abstention beneath all of the candidates you are prepared to consider. You needn't rank all of the candidates or even any of them. You should be aware that ABSTAINING MATTERS. If enough votes are counted as abstain then the whole election starts again!
Elections are regulated by the Lazarene Elections Act (December 2019)

Preamble
This act will set forth the general procedure for holding elections within Lazarus.
Section 1. The Timing of Elections
(1) General Elections shall be held 15 days prior to the end of term for an elected office.
(2) General Elections shall last for a duration of fifteen (15) days.
(3) Special Elections shall be held as soon as reasonably possible once a vacancy in an elected office appears, when:
a. A recall or resignation has taken place prior to the first or last fifteen (15) days of the term.
(4) Special Elections shall last for a duration of eight (8) days.
Section 2. The Composition of Elections
(1) General Elections shall be composed as follows:
a. A four (4) day standing period.
b. A six (6) day campaigning period.
c. A five (5) day voting period.
(2) Special Elections shall be composed as follows:
a. A two (2) day standing period.
b. A three (3) day campaigning period.
c. A three (3) day voting period.
Section 3. The Conduct of Elections
(1) The Assembly Speaker may officiate the election.
(2) The Delegate may appoint an officiator for the election if the Assembly Speaker declines to officiate the election.
Section 4. Candidacy and Campaigning
(1) Candidates may begin campaigning in the elections sub forum immediately once they declare their candidacy in the standing thread.
(2) After the standing period has elapsed, the standing period will be considered closed and the election officiator will close the standing thread.
a. Any candidacy declarations submitted after the standing period has elapsed will be considered invalid.
(3) Immediately after nominations are closed, the campaigning period will begin.
Section 5. Voting Period
(1) Upon the conclusion of the campaigning period, the election officiator will open the voting thread and the voting period will commence:
a. The voting thread will remain open for the full period after the election officiator opened the voting thread.
b. Any votes submitted after the voting period has passed will be considered invalid.
(2) A candidate shall be ineligible to run if:
a. They are prohibited from occupying the position for which they are running by law.
b. They rescind their candidacy.
(3) If a candidate is ineligible to run, the election officiator shall reject their candidacy or redistribute the votes for the ineligible candidate according to the ranked choices of voters and continue the election.
(4) A special election term is not to count towards any established consecutive term limits for potential candidates.
Section 6. Instant-Run Off Voting
(1) Voters shall rank any number of candidates they choose and abstinence in order of preference.
(2) During each round, each voter shall have voted for the option they put highest in order of preference that still remains.
(3) Between each round, the candidate with the fewest votes will be eliminated.
(4) Rounds shall recur until:
a. A candidate has the required threshold of votes, in which case they will have won.
b. Enough votes are to abstain that it is impossible for any candidate to achieve the required threshold of votes, in which case the officiator will open nominations for a special election.

Preamble
This amendment allows the Delegate, with the approval of the Assembly, to authorize an assistant to accept new citizens.
Section 1. Amendment of the Twelfth Mandate of Lazarus
(1) Section 4 of Article II shall be amended to read:

(4) The Delegate may admit residents of Lazarus to citizenship. The Delegate may, subject to confirmation by 50%+1 vote of the Assembly, authorize a citizen to admit residents of Lazarus to citizenship. The citizen will remain so authorized until relinquishment, termination of the authorization by the Delegate or 50%+1 vote of the Assembly, or automatic termination of the authorization upon loss of citizenship. Further procedure for citizenship admission, including procedure for appealing rejection of a citizenship application by the Delegate, criteria residents must meet in order to be admitted as citizens as well as criteria for maintenance of citizenship and enforcement of such criteria, may be established by law.

The Democratic Reform Amendment removed the Delegate’s ability to appoint Ministers to help with regional tasks. While this allowed the government to become cooler in some ways, it has hurt the citizenship process. Cit apps have been waiting for consideration over a week... I think it’s not really working out to have something so critical for the advancement of the region that continually needs attention resting only on one person’s shoulders.

Lazarene Citizenship Act 2019

Article I. Grant of Citizenship
(1) Applicants must have a nation in Lazarus, and comply with:
a. Laws and Treaties that may restrict participation or membership in other regions or organizations.
b. Policies established for the citizenship application, inclusive of forum administration checks.
(2) The Prime Minister shall appoint a Minister as a Granting Official to advise the Delegate on citizenship applications.
(3) The Granting Official may recommend to the Delegate that an applicant be declined when they:
a. Have no nation residing in Lazarus or noted on their application.
b. Have a criminal history in another region or organization.
c. Do not present themselves as a good prospect for citizenship.
(4) Forum Administration shall decline an applicant inclusive of failing IP or Proxy checks set for the application.
(5) The Granting Official shall then advise the Delegate on an application, who shall then permit or decline citizenship.
Article II. Deprivation of Citizenship
(1) Reasons to revoke citizenship shall include:
a. Having no nation residing within Lazarus.
b. Failing to follow policies established by Forum Administration.
c. Any other reasons that may be established by law.
(2) Citizens shall be advised by the Assembly Speaker or Forum Administration each month that their citizenship shall be revoked:
a. Through posting a list of citizens on the forum stating that they may have their citizenship revoked.
b. Through private communication on the forum, discord, or by telegram.
(3) Revoking of citizenship shall occur:
a. Within 5 days of being advised that their citizenship shall be revoked.
b. Immediately or temporarily if Forum Administration considers them to be an OOC threat.
(4) The Assembly may alternatively permit an inactivity waiver for a citizen by two-thirds vote.
Article III. Renunciation of Citizenship
(1) A citizen may renounce their citizenship by a post on the forum or by private communication.

a. Exclude residency or citizenship in other regions or organizations.
b. Exclude certain activities in relation to other regions or organizations.
Article IV. Removal of Citizenship
(1) At least every month, the Assembly Speaker shall:
a. Post a list of citizens that no longer have a nation resident in Lazarus.
(2) 30 days after this list is posted, citizenship shall be removed from those not in compliance unless:
a. The Delegate permits more time for a citizen to come into compliance.
(3) If citizens fail to meet citizenship requirements, they may also be notified by either:
a. A telegram to their nation.
b. Private messaging.
(4) Notifications shall be sent by any of the following each month:
a. The Assembly Speaker.
b. A Forum administrator.
c. The Prime Minister.
d. A Minister.
