Section 6. Auditors of Lazarus

(1)the Auditors of Lazarus shall be the alternative title to the Council of Lazarene Security
(2)Auditor of Lazarus, alternatively called just Auditor, shall be the alternative title for Councillors of Lazarene Security

Section 7. Use of Alternative Titles

(1) Alternative titles shall be regarded purely as regional culture and lore
(2) Alternative titles are not the official titles and should not be used in treaties or official laws

Lazarus experienced nuclear Armageddon, before an arms control treaty could be reached through diplomatic channels. Fortunately Lazarus avoided a post-Apocalyptic nightmare to the disappointment of many doomsday cultists. While Lazarus did not have an internal war between Wolfists and Communists/Socialists this N-Day, it did join the fellow regions of Osiris, The West Pacific, Gay, Hartfelden, and Caer Sidi,in the Pirates of the Nile faction. Congrats to the Pirates of the Nile for a successful fight, and our friends in UPPERCUT who became the reigning champions.

Cormac resigned as Speaker of the Assembly, and has been replaced by McChimp, so best of luck to Cormac in what he plans to do next, and to McChimp in his new career as Assembly Speaker. In other news, Imaginary was appointed as the Minister of Inter-Regional Relations, Killer Kitty (otherwise known as Evil Wolf) has been appointed Recruitment & Outreach Minister, and New Rogernomics has been appointed as the Media & Events Minister. Lastly, there has been a more recent appointment of TempestShadow as the Deputy Speaker of the Assembly, so best of luck also to TempestShadow in that new role. 
 
Commentary:
IMAGINARY, A VERY REAL INFILTRATOR

Canary Wharf — In a stunning admission, Imaginary publicly came out as a long time infiltrator of the Undead Dominion of Lazarus. 

In what was perhaps the greatest gameplay upheaval of 2017, the Celestial Union of Lazarus dissolved into civil war when then Sovereign Funkadelia staged a coup and installed the Undead Dominion. Over the course of two months, belligerents on both sides made their case before the World Assembly and the gameplay community at-large, while simultaneously attempting to capture or maintain the Delegacy. 

Imaginary underscored his displeasure at these events and states that it was his steadfast resolve to remove Funkadelia from power which led him to join the Dominion under false pretences. Owing to his unknown background, he was able to maintain this facade for the course of the Dominion’s short-lived history.

In early 2018, the Dominion transitioned to the Khanate of Lazarus under the control of Lone Wolves United and was controversially removed in an internal coup by Imki, now Delegate of Lazarus. The new Delegate was not immediately trusted by all residents, as Imaginary himself notes.

‘When Imki took over I didn't know her so I decided to remain incognito’, Imaginary recalls, ‘until I could trust that she wasn't going to use the region in the same way Funk and co. did.’

The revelation of this deception was greeted with understanding. Roavin, himself a seasoned game-player, testified ‘Just from a player's perspective, there's nothing wrong with infiltration - it's an absolutely valid form of playing the game, and in a way, credit to you for being able to successfully do it for a year.’

As to his future, Imaginary said it was up to Lazarus whether it would accept him after his misconduct. The former member of the Dominion expressed hope that he could ‘continue to draw Tubbius pics and hang as an ambassador in our embassies, and most importantly be a part of the region's current community, which I have fallen in love with.’

TRIBUTE TO NEW ROGERNOMICS

On the 2nd of September, Delegate Imki announced her nominations for Cabinet Ministers. In the week that followed, New Rogernomics, Imaginary, and Killer Kitty were confirmed by the Assembly to the postings of Media and Events, Interregional Relations, and Recruitment and Outreach, respectively.

And while there is much to be said of their efforts, or rather, lack thereof in an instance or two, I believe the community as a whole can and should come together in agreement that New Rogernomics is worthy of our highest commendation. 

At risk of inserting my head into his bottom, I will note his smooth transition from a member of the Council of Natives to a Cabinet Minister, a portfolio which he has shown great dedication to; having authored all but one of the articles in the September issue of the Lazarene Gazette, a publication which he took it on himself, at nobody’s behest and at no one’s pressure, to organise, write for, publish, and distribute. What is more astounding is that while he has been serving this region in a ministerial capacity, he has also all but single-handedly provided administration for the forum. It should come to no surprise to any Lazarene that this individual is responsible for the continual provision of forum-services. 

For this and so much more, I would like to express, on behalf of Lazarus if I may, our gratitude to New Rogernomics for his service.

In order to maintain public law and order, this act codifies criminal actions in Lazarus.

Section 1. Treason

(1) Any person who engages in conduct with the intention of:

a. illegally removing or altering the Mandate, the Government or the Delegate,
b. levying war or preparing to levy war against Lazarus,
c. taking up arms against Lazarene operations conducted in the defence of allied regions
d. taking up arms against Lazarene operations conducted within regions with which we are at war
e. taking up arms against Lazarene operations conducted within allies or protectorates of regions with which we are at war that have been sanctioned by a resolution of the Assembly in accordance with Section 2 Subsection 4 of the Charter of the Lazarene Regional Guard (December 2018)

shall be guilty of treason.

Section 2. Sabotage

(1) Any person who engages in conduct with the intention of significantly disrupting, destroying, or rendering a public infrastructure unusable, shall be guilty of sabotage.

(2) Legitimate actions taken by off-site property administration of the public infrastructure shall not be considered sabotage. The root administrator of the infrastructure in question has the ultimate authority on what constitutes a legitimate action.

Section 3. Espionage

(1) Any person who knowingly communicates information contained in a restricted area of Lazarus, in part or in whole, to a person or entity which does not have access to that restricted area, shall be guilty of espionage.

(2) The individual or government body responsible for a restricted area may sanction the distribution of information to another person or entity. The Court may, during the course of a criminal review or legal question, sanction the distribution of information by majority vote. Sharing information whose release has been sanctioned shall not be considered espionage.

Section 4. Bribery

(1) Any person who offers, provides, or agrees to provide a benefit of any kind with the intention of influencing a person in the exercise of that person’s governmental duties, shall be guilty of bribery.

(2) Any person who asks, receives, or agrees to receive a benefit of any kind with the promise that receiving that benefit will influence the exercise of that person’s governmental duties, shall be guilty of bribery.

Section 5. Blackmail

(1) Any person who threatens to, attempts, or uses damaging information against a person in an effort to force them to take, or to refrain from, certain actions, shall be guilty of blackmail.

(2) Any person who threatens to, attempts, or uses real-life information against a person, shall be addressed as an out-of-character administrative matter.

Section 6. Fraud

(1) Any person who, knowingly or recklessly, falsifies a material fact in any matter regarding a citizenship application shall be guilty of fraud.

(2) Any person who, knowingly or recklessly, falsifies a material fact in any matter regarding a criminal review shall be guilty of fraud.

Section 7. Inter-regionally Prohibited Act

(1) Any person who engages in conduct expressly prohibited in a treaty or convention of which Lazarus is party to, shall be guilty of an inter-regionally prohibited act.

Section 8. Contempt of Court

(1) Any person who intimidates or insults a person during a sitting of the Court, intentionally interrupts the proceedings of the Court, or disobeys a direction of the Court shall be guilty of contempt of court.

Section 9. Vexatious Behaviour

(1) Any person who instigates or pursues judicial proceedings without reasonable ground, or engages in conduct which is an abuse of judicial proceedings, shall be guilty of vexatious behaviour.

Section 10. Misconduct

(1) Any person who engages in conduct which knowingly or recklessly violates the person’s citizenship oath, oath taken before the Court, or any of the laws of Lazarus, shall be guilty of misconduct.

Section 11. Electoral Fraud

(1) Any person who, during the course of an election, uses the communications powers granted to regional officers in an attempt to influence, promote, or damage an electoral campaign shall have committed electoral fraud.

(2) Any person who, during the course of an election, uses any monetary method including stamps to promote themselves, their campaign, damage the campaign of another or likewise shall have committed electoral fraud.

Section 12. Obstruction of Justice

(1) Any person who exercises their governmental powers or privileges to influence, prevent or delay a criminal review shall be guilty of Obstruction of Justice

(2) Any person who destroys or obscures information or evidence with the purpose of influencing, preventing or delaying a criminal review shall be guilty of Obstruction of Justice.

Section 13. Conspiracy

(1) Any person who prepares, incites another or plans to commit an offence enumerated herein, shall be guilty of conspiracy to commit that offence.

Section 14. Guilt and Sentencing

(1) No person may be found guilty of a crime not listed in this act.

(2) If found guilty of a crime, the Delegate may impose upon the person any punishment proportionate to the offence.

Section 15. Definitions

In this Act:

‘Associated authorities’ is defined as off-site property administration including, but not limited to, the forum or Discord.

‘Banishment’ is defined as removal by the relevant authorities of a person from Lazarus.

‘Discord’ is defined as a public infrastructure located at ‘https://discord.gg/dahpMU2'.

‘Governmental duties’ is defined as an action or task required by a person’s position.

‘Material fact’ is defined as one which can reasonably and plausibly be expected to affect a person's future actions.

‘Off-site property administration’ is defined as a person or group who has the authority to administer public infrastructure, including, but not limited to, the Delegate, root administrator, administrators, global moderators, and moderators.

‘Opinion’ is defined as a view or judgment formed about something, not necessarily based on fact or knowledge.

‘Public infrastructure’ is defined as an area operated by the government or its associated authorities for use of the public, including, but not limited to, the NationStates region of Lazarus, the forum, or Discord.

‘Regional Forum’ is defined as a public infrastructure located at ‘https://nslazarus.com/index.php'.

‘Restricted area’ is defined as an area of the Regional Forum or Discord to which the general public is withheld access.

‘Root administrator’ is defined as a person who has the authority to empower and delegate administrator responsibility including, but not limited to, adding administrators, defining administrator groupings, and shutting down the public infrastructure.

‘Sitting of the Court’ is defined as an area administered by the Court.

‘Third party’ is defined as a person or group besides the two primarily involved in a situation.

The Constitution of Lazarus
Mandate 6.0


Preamble

Recognizing the unique and inherent responsibility of authority in Lazarus, we lay forth the following government, to be known as The Lazarus Mandate, along with such policies that will ensure efficient management and orientation of those nations that find themselves amongst the community of Lazarus, whether they are reborn or immigrants.

The Supreme Necromancer

- The Supreme Necromancer will be the WA Delegate of Lazarus. He/she will serve both roles of being the region’s representative to the WA and, at the same time, the official head of state of Lazarus. He/she will be responsible for voting on and discussing WA resolutions with the respective nations of Lazarus.  The Supreme Necromancer will also be responsible for maintaining the region’s World Factbook Entry and for helping to promote activity on the Regional Message Board.

- Appointment for a new Supreme Necromancer will only be held if the current Supreme Necromancer resigns or be deceased. In any case, the Supreme Necromancer may be removed from office with a call from the legislative body of Lazarus following the official impeachment procedure. The Supreme Necromancer may also be challenged by a citizen to elections which will be overseen by the Draugr.

- Any Delegate not elected by the Yaman Council or appointed by the last Supreme Necromancer will not be recognized as the legitimate ruler, and in such a situation, the Draugr takes over, unless the last legitimate Supreme Necromancer is still around and is willing to resume the responsibility of the office.

- If in any case the Draugr is also absent, the following will be the succession of office:
Gatekeeper
Coryphaeus

- Along with the Draugr, the Supreme Necromancer exercises oversight of the Emerald Cabinet, ensuring that the members maintain their offices properly and actively. The Supreme Necromancer may add and remove positions from the Emerald Cabinet as he/she sees fit, excepting the position of Draugr. He/she may also remove or add new responsibilities, jobs, and functions to the respective Cabinet members, excepting the positions of Draugr, Coryphaeus, or Gatekeeper. The Supreme Necromancer may not remove nations out of the Emerald Cabinet; only the Yaman Council has the power to do so.

- The Supreme Necromancer may veto any legislative act and will count as an equal member of the Yaman Council. The Supreme Necromancer has the authority to review and approve applications to the Yaman Council.

- The Supreme Necromancer shall have the ability, as representative of the region, to negotiate treaties or alliances with any region in the world of NationStates. While he/she may negotiate such treaties, he/she cannot sign them until the Yaman Council ratifies them.

- The Supreme Necromancer is responsible for maintaining the defenses of Lazarus and the Undead Horde. In addition, he/she shall gather such intelligence necessary to the defense of Lazarus.

The Draugr

- The Draugr will be the elected head of the Emerald Cabinet and shall act as the official liaison between the ministries, the Delegacy, and the people of Lazarus. The Draugr also exercises oversight of the other ministries, ensuring that the members of the Emerald Cabinet maintain their offices properly and actively. He/she, along with the Supreme Necromancer, may add and remove positions from the Cabinet as he/she sees fit excepting the positions of Coryphaeus or Gatekeeper.  The Draugr may not remove nations out of the Emerald Cabinet; only the Yaman Council has the power to do so.

- The Draugr will serve, as an alternate, if the Supreme Necromancer should become deceased or dethroned.

- The Draugr is responsible for ensuring that all election guidelines for public offices are followed, and the mechanisms for declaring candidacies are properly maintained.

- The Draugr is charged with receiving and accepting applications to the Yaman Council. Additionally, he/she will maintain Council records and voting procedure. He/she wil also maintain the Council roster.

The Emerald Cabinet

- Any nation may be elected to the Emerald Cabinet, assuming there is a vacancy, providing that said nation:
1) Has been registered on the regional forums for 2 full weeks.
2) Is not serving as the Supreme Necromancer.
3) Is a member of the Yaman Council.
4) Is not deemed to be of conflicting interests.

- Nations will be elected to the Cabinet every 2 months, in accordance with the official election procedure.

- In the event that a member of the Emerald Cabinet:
1) Becomes absent on the forums for more than 7 days without prior notice,
2) Leaves Lazarus for a period that exceeds 3 days,
3) Has his/her principal nation deleted through inactivity or misconduct,
Then any member of government may present a motion to the Yaman Council to expel the idle member. A Cabinet member is considered absent without notice if he/she fails to post the details of his/her absence on the forums prior to leaving the region. If a Cabinet member is planning an absence which shall exceed a period of one week, he/she must notify the region, and the Supreme Necromancer and/or the Draugr will serve in his/her absence.

- Any member of the Emerald Cabinet has the option of appointing a deputy to aid him/her in his/her ministry duties during the course of his/her elected term. Deputies must be approved by the Supreme Necromancer.

- In addition to the position of Draugr, the Emerald Cabinet will be comprised of the following positions:

The Gatekeeper

- The Gatekeeper will head the department of foreign enticement and relations.  He/she shall also have the ability, as a representative of the region, to negotiate treaties and alliances with any region in the world of NationStates. However, these treaties and alliances must be ratified by the Yaman Council and signed by the Supreme Necromancer before they can be considered official and take effect.

- The Gatekeeper is responsible for founding and maintaining embassies in all available or diplomatically related regions. He/she may appoint ambassadors to aid him/her in this duty.

- The Gatekeeper will distribute and post the regional news in all of the region’s foreign embassies as it is produced by the Coryphaeus.

The Coryphaeus

- The Coryphaeus is responsible for maintaining activity within the borders of Lazarus, both on the Regional Message Board and on the forum. He/she shall protect and promote Lazarene Culture.

- The Coryphaeus is also responsible for overseeing the recruitment effort and shall work to bring in new nations to Lazarus. The Supreme Necromancer and the Draugr should help assist him/her in this duty.

- The Coryphaeus shall gather internal news for the public to read about and discuss. This regional news should be produced and least once a month. He/she may employ reporters to aid him/her in this duty.

The Yaman Council

- The Yaman Council shall be recognized as the main legislative and judicial body in the region of Lazarus. It is the responsibility of the Council to draft and to vote upon regional legislation. It is also the responsibility of the Council to draft and maintain a regional code of law. The Draugr will maintain voting procedure and records.

- Membership within the Yaman Council shall be afforded to all nations regardless of size or background who meet the following requirements:
1) A nation may only become a member of the Yaman Council if it has been approved by the Draugr and/or the Supreme Necromancer.
2) In order for an applicant to be accepted, he/she must reside in the region and be registered on the forums for at least 3 days and take the regional oath which should be presented in the form of an application topic.
3) He/she must have his/her WA in Lazarus and must endorse the Supreme Necromancer. If not, he/she must prove a valid reason why he/she cannot bring his/her WA nation to Lazarus.

- Requirements for the application topic include
1) The nation’s name.
2) The nation’s link.
3) The regional oath.
4) The name of the member’s WA nation.
5) If applicable, why his/her WA nation cannot make it into Lazarus.

- Legislation can be drafted and presented to the floor of the Yaman Council by any member of said Council. The Council as a whole shall debate legislation once presented for a period of one week. Then the legislation will go to the floor for an immediate vote, not to last more than one week.

- Various acts of the Yaman Council require the following various percentages for approval:
1) Peace Treaties – 60%
2) Declarations of War – 75%
3) Impeachment of a Government Officer – 60%
4) Amendments to the Constitution – 80%
5) Repealing the Constitution – 85%
6) Other Acts of Legislations – 51%

- The legislative power of the impeachment of a government officer or of dethroning the Supreme Necromancer shall follow these steps:
1) Charges against a government officer or the Supreme Necromancer must be brought forth onto the floor of the Yaman Council by a member of that Council in good standing.
2) The charges must be seconded by 5 Council members before it is brought to a full Council vote.
3) If the vote ends in at least 60% in favor of impeachment, then the officer in question will be brought to trial before the Council to determine innocence or guilt.
4) If the officer is found guilty of breaking a law as stated in the Lazarene legal code by 80% f the standing Council, then the Council must discuss and vote upon a sentence.

- If a member of the Yaman Council becomes inactive for 30 days, he/she can be removed from the Council. The Draugr will submit a list of inactive Council members at the end of each month to the Yaman Council, who will then discuss and decide which, if any, should be removed from the Council for their inactivity. A Council member is considered inactive if he/she has not been present on the forum for 30 days. If a Council member is planning an absence to last for 30 days or more, he/she must notify the Council by posting the details of his/her absence on the forums prior to leaving the region.                    

Election Procedure

- Elections shall be led by the Draugr. Elections will be held in a 7 day process and will take place in the forums.

- 4 days shall be given to Lazarenes for declaring their candidacies and presenting their platforms. Anyone may ask questions of the candidates.

- 3 days of the election process shall be dedicated to voting. Lazarenes must vote via posts, posting in the respective thread, for their choice of candidate.

- In the event that snap elections are called, they shall follow the normal election procedure as previously stated.

The Undead Horde

- The Undead Horde shall be the official military of Lazarus. It shall be overseen by the Supreme Necromancer and consist of volunteer conscripts from amongst the native forum members.

- if the Supreme Necromancer so chooses, he/she may appoint one general, to be known as Cerberus, who shall be responsible for assisting in missions, the creation of and changes to regulations, and recruiting for the Undead Horde. In order to be considered for the position of Cerberus, a nation must be part of the Yaman Council.

I. Preamble

Recognizing the unique and inherant responsibility of authority in Lazarus, we lay forth the following government, to be known as the Lazarus Mandate, and such policies that will ensure efficient management and orientation of those nations that find themselves amongst the dead of Lazarus.


II. The Commissions of Lazarus

I. The Intelligence Commission
The Intelligence Commission, to be headed by the Commissioner of Intelligence, is responsible for the gathering and proper distribution of intelligence related to the safety and well being of Lazarus, her government, and her allies. The Commission of Intelligence is given leave to engage in subterfugous acts against non-allied or affiliated regions, provided the UN Delegate has reviewed all pertinant material and feels their is just cause for said acts.

II. The Security Commission
The Security Commission, to be headed by the Commissioner of Security, is responsible for the review of nations in Lazarus that have stood out among their fellows as beligirent, subversive, or present on behalf of a malevolant organization. The Commissioner of Security is specifically responsible for ensuring the domestic security of Lazarus, and making such recommendations to the UN Delegate, that he or she feels reflects the true and imminent intent of potential breaches in national conduct. After an application has been properly submitted to the Immigration Commission for membership on the Lazarean People's Congress, the application will be formally approved only after the Commissioner of Security or the UN Delegate has granted approval. The Commissioner of Security is appointed by the UN Delegate.

III. The Immigration Commission
The Immigration Commission, to be headed by the Commissioner of Immigration, is responsible for the proper dispatch of regional recruiting messages, to be composed at his or her pleasure. The Immigration Commission is also responsible for administrating all applications for a seat on the Lazarean People's Congress.


IV. The UN Affairs Commission
The UN Affairs Commission, to be headed by the Lower Commissioner of UN Affairs, is responsible for the preparation of detailed reports on UN Resolutions and Legislation, and recommending key Proposals for government attention.

V. The Justice Commission
The Justice Commission, to be headed by the High Judge of Lazarus, is responsible for the maintainance of all Lazarus judicial law and ensuring that such laws are exercised and offenders are prosecuted to the full extent of the law.

V. The Interior Commission
The Interior Commission, to be headed by the Commissioner of the Interior, is responsible for representing popular opinion of the general populace of Lazarus, in commission affairs and is charged with the responsibility of securing the membership of new nations in the activities of the Lazarus government.


III. The United Nations Delegacy of Lazarus

The United Nations Delegate of Lazarus is formally charged with administrating the foreign policy and diplomatic affairs of Lazarus, the appointment of several domestic commissioners and foreign policy officers, maintaining the public representation of Lazarus, and operating limited oversight over domestic affairs.

The UN Delegate is granted formal authority to appoint the following officers of the Lazarus Mandate:

-The Commissioner of Security
-The Commissioner of the Interior
-The Consul General of Lazarus

The UN Delegate is also granted the authority to draft and make law treaties, alliances, or documents of cooperation with foreign powers. The Delegate is, however, forbidden from passing into law any membership in a foreign alliance without the approval of the Consul General and at least one third of the Congress.

While not the only UN representative to Lazarus, the UN Delegate is empowered to grant approval to UN proposals and vote on UN resolutions. The vote of the UN Delegate shall be determined by a poll arranged by the Commissioner of UN Affairs and approved by the Commissioner of the Interior, which shall represent all possible votes clearly, for the convenience of all participating nations.

II. Acronyms
The following acronyms are used in this document, or are understood among the citizens or Lazarus.

III. Commissions and Commissioners
  The following Commissions shall be serviced by one Commissioner each, to be appointed by the UN Delegate, from the Members of the Yaman Council.

-The High Commissioner, is the UN Delegate's direct deputy, appointed to continual service during his or her delegacy. The High Commissioner is responsible for serving as a liaison between the Commissions, the Delegacy, and the people of Lazarus. The High Commissioner also exercises oversight of the other Commissions and Commissioners, ensuring that they maintain their offices properly and actively.

-The Interior Commission, to be led by the Interior Commissioner appointed by the UN Delegate, is responsible for ensuring that all election guidelines for public offices are followed, and the mechanisms for declaring candidacies are properly maintained.  The Interior Commissioner is also charged with receiving and reviewing registered voter applications, and periodically presenting them to the YC.

-The Security Commission,  to be led by the Security Commissioner, is responsible for maintaining the defenses of Lazarus as well as the Undead Hordes. In addition, it shall gather such intelligence necessary to the defense of Lazarus, and the proper maintainance of all legitimate delegacies. The Security Commissioner must be a member of the Undead Hordes.  

-The Foreign Affairs Commission, to be led by the Foreign Affairs Commissioner appointed by the UN Delegate, is responsible for negotiating treaties and alliances at the pleasure of the UN Delegate and the oversight of the Council. In addition, it shall found and maintain embassies in all available or diplomatically related regions.

-The Public Interest Commission, to be led by the Public Interest Commissioner appointed by the UN Delegate, is responsible for maintaining the content of the Regional Headquarters according to independent Commission guidelines, subject to Delegacy and Council oversight.

IV. The United Nations Delegacy
  The United Nations Delegacy from Lazarus shall be led by the UN Delegate, as elected to represent the region by the registered voters once every four months, and approved by surpassing the endorsements of the previous UN Delegate. The UN Delegate is charged with informing the region of UN votes, and voting according the their will.  The UN Delegate shall also be responsible for appointing Commissioners from the Yaman council, appointing new members to the Yaman council, and generally keeping charge of things within the region.  The UN Delegate is considered the regional Head of State.

V. The Yaman Council
  The Yaman Council(YC) shall consist of seven nations, each appointed to the Council by the UN Delegate.  Any nation may be appointed to the YC, assuming there is a vacancy, that said nation has been registered on the regional forums for one full month, that they are not serving as UN Delegate, that they are Registered Voters, and that they are not deemed to be of conflicting interests.
  Members will be appointed to the council after each delegate election.  All members of the YC will be given one vote in YC affairs, and the freedom to speak their minds within the Private Government Discussions. 

VI. Voter Registration
  In order to take part in regional votes, to serve as a member of the Yaman Council, or to campaign for, or become UN Delegate, one must become a Registered Voter. 
  Before registering to vote, member states must have, for a minimum of one week, been registered on the regional forums, making a minimum of three posts as a resident of Lazarus.  They must also have a nation in the region at the time of application, and as long as they retain RV status.
Interested persons are then welcome to fill out a voter application form, and submit it to the Commission of the Interior, either privately (via PM) or publicly (by posting in the appropriate thread).  The Interior Commissioner will review all applications, ask any questions that need to be asked, and then either approve or reject the application.
  The IC will present his findings, including all accepted and rejected applications, and any other information he finds, to the members of the YC.  If a member of the YC is concerned about an RV, he may repeal an application.  The YC will then vote on the appeal, and, in cases where they have not reached a majority decision, the UN Delegate shall have the final vote.

VII. Elections
  The UN Delegate shall be elected by the Registered Voters (RV) of the region.  Each registered voter may place one vote in Delegate elections.  All RVs registered on the forums for a month, with a UN nation in Lazarus may campaign for the position of UN Delegate. The election period for UN Delegate is to start on the first of every March, July, and November. 
  Every election shall last three weeks, with nominations open throughout all three weeks.  The second and third weeks shall be a period of campaigning, and the third and final week shall be for voting.  After the 7 days of voting have ended, the nation with the majority of the RV's votes will be declared UN Delegate.  
  Should there be no majority winner, the top two nations will be put into a 5 day re-vote.  After 5 days, if there is still no majority, the remaining members of the YC, and the outgoing UN Delegate (if he or she is not running for re-election, and has not already appointed his/herself to the YC), shall vote, in an attempt to determine a winner.  
  If, however, voting is still tied, then said two nations will be welcome to "usurper" the Delegacy by gaining endorsements from Lazarus' UN Nations, via any means legal to NS game rules (except foreign assistance).
  Should the winner be determined via forum vote, the outgoing UN Delegate is required to change the WFE, urging all UN nations to endorse the newly-elected Delegate. It is then the responsibilty of this newly-elected Delegate to garner enough support from the region's UN nations to gain his/her position.

VIII. The Undead Hordes
  The Undead Hordes shall be overseen by the Security Commissioner, and consist of volunteer consrcipts from amongst the native forum members.  UDH members shall be referred to as Hordesmen, and are members of the government of Lazarus.  They should conduct themselves accordingly.  
  If the SC so chooses, he may appoint a maximum of three generals, who shall jointly be responsible for the UDH in his absence, and will assist in missions, the creation of and changes to regulations, and recruiting for the UDH. Generals must be Registered Voters, and may only be demoted via resignation, or approved request to the YC by the SC.
  Hordesmen are obligated to endorse the elected Lazarus UN Delegate whenever their UN nation is in the region.  They are free to endorse any other nation they so choose, unless there is a Security Warning against said nation.  Failure to follow these rules may result in expulsion from the UDH, subject to a Military Tribunal.
  
IX. Mandate Amendments
The Lazarus Mandate encompasses the spirit of the law, and is open for interpretation.  
  If, however, conflict develops, or a serious loophole is found, any nation may suggest an amendment to the Lazarene Mandate, by contacting the UN Delegate, or any member of the YC.  The YC and Delegate will then review the suggested amendment, make any changes necesary, and present the matter before the YC for vote.  If a majority approves the proposal, it will be placed before the RV, who must vote 65% in favor of the proposal for it to become legislation.  If a minority of the YC & UN Delegate, or less than 65% of the RV vote to approve the legislation, it will be declared dead.  Dead legislation cannot be revived for a minimum of three weeks.

Preamble

         Recognizing the unique and inherent responsibility of authority in Lazarus, we lay forth the following government, to be known as the The Lazarus Mandate, along with such policies that will ensure efficient management and orientation of those nations that find themselves amongst the community of Lazarus; whether they be reborn or immigrants.

The Monarch

      The King/Queen will be the WA Delegate of Lazarus. He or she will serve both roles of being Lazarus’ representative to the WA and at the same time, the official head of state of Lazarus. He or she will be responsible for voting and discussing WA resolutions with the respective nations of Lazarus.

        Coronation for a new King or Queen will only be held if the current Monarch resigns or be deceased, or in any case, The Monarch may be dethroned with a call from the legislative body of Lazarus and with a 2/3 vote. The Monarch may also be challenged by a citizen to elections which will be held by the Council.

      Any Delegate not elected by the Council of Emerald City or appointed by the last Monarch will not be recognized as the legitimate ruler, and in such a situation, the Seneschal takes over, unless the last legitimate Monarch is still around.

If in any case the Seneschal is also absent the following will be the succession of heirs:
Steward of Emerald City
Guardian of the Realm
Advocate of Foreign Enticement
Director of Public Relations

Powers of the Monarch

Veto: The King/Queen may veto any legislative act and will count as an equal member of the Council of Emerald City.

Acceptance and Refusal of Ambassadors: The King/Queen may at anytime refuse or accept a foreign dignitary and bestow upon them the title of Ambassador.

Negotiate Treaties: The King/Queen shall have the ability, as representative of the region, to negotiate peace treaties or military alliances with any region in the world. He or she may delegate this power to any member of the Council of Emerald City that he/she sees fit to negotiate such treaties. While the King/Queen may negotiate such treaties, he/she cannot sign them until the Council of Emerald City ratifies it. 

The Lazarene High Chamber: The King/Queen may add and remove positions from the The Lazarene High Chamber as he or she sees fit. He or she may also remove or add new responsibilities, jobs and functions to the respective Chamber members. He or she may not remove nations out of The Lazarene High Chamber; only the Council of Emerald City has the power to do so.

Council of Emerald City
       The Council of Emerald City of Lazarus shall be recognized as the main legislative and judicial body in the region of Lazarus. It is the responsibility of the Council of Emerald City to draft and to vote upon regional legislation. It is also the responsibility of the Council of Emerald City to draft and maintain a regional code of law. The Steward of Emerald City will maintain voting procedure and records.

Membership within the Council of Emerald City shall be afforded to all nations regardless of size or background who meet the following requirements: 

1) A nation may only become a member of the Council of Emerald City if they have been approved by the Steward of Emerald City and/or the Monarch.
2) In order for an applicant to be accepted, they must reside in the region and be registered on the forums for at least 3 days and take the regional Oath which should be presented in a form of an application topic. 
3) He or She must have his or her WA in Lazarus and must be endorsing the Monarch, if not; he or she must provide a valid reason why he or she cannot bring his or her WA nation to Lazarus.
Requirements for the application topic include 
A. The nation’s name
B. The nation’s link
C. The regional oath
D. The name of the handler's WA nation
E. Why his/her WA nation cannot make it to Lazarus

Legislation can be drafted and presented to the floor of the Council of Emerald City by any member of said Council. The Council as a whole shall debate legislation once presented for a period of one week. Then the legislation will go to the floor for an immediate vote. Various acts of the Council of Emerald City require various percentages for approval-

Peace Treaties-60%
Declarations of War-75%
Impeachment/Removal of a Government Officer-65%
Amendments to The Constitution-80%
Repealing the Constitution-85%
Other Acts of Legislation-51%

The legislative power of impeachment of a government officer or of dethroning the Monarch shall follow the certain steps:
1) Charges against a government officer or the Monarch must be brought forth onto the floor of the Council of Emerald City by a member of that Council in good standing.
2) The charges must be seconded by five Council members before it is brought to a full Council floor vote.
3) If the vote ends in 60%-64% in favor of impeachment then the officer in question will then be brought to trial before the entire Council to determine innocence or guilt.
4) If the defendant is found guilty of breaking a law as stated in the Lazarus legal code by 80% of the standing, then the Council must discuss and vote upon a sentence.

The Lazarene High Chamber
  Any nation may be elected to the The Lazarene High Chamber, assuming there is a vacancy, that said nation has been registered on the regional forums for one full week, that they are not serving as Monarch, that they are Members of the Council of Emerald City, and that they are not deemed to be of conflicting interests.
  Members will be elected to the Chamber every 3 months. If a member of the The Lazarene High Chamber be absent for 2 weeks without prior notice, or resign from their position, The Seneschal shall replace that member or if the Monarch chooses so, he or she may call for snap elections or replace the absent minister. A member of the High Chamber is absent without notice if he/she fails to post the details of his/her absence on the forums prior to leaving the region. If a minister is planning an absence which shall exceed a period of 1 week, he/she must appoint a deputy to serve in his/her absence.
  
The following members of The Lazarene High Chamber shall serve their respective Ministries.

-The Seneschal is the Delegate’s direct deputy, to be appointed by the Monarch. The Seneschal is responsible for serving as a liaison between the Ministries, the Delegacy, and the people of Lazarus. The Seneschal also exercises oversight of the other Ministries and The Lazarene High Chamber, ensuring that they maintain their offices properly and actively. The Seneschal will also serve, as an alternate, may the King or Queen be deceased or dethroned. The Seneschal will also serve as an alternate for a member of The Lazarene High Chamber until the next elections may a member be deceased, impeached or temporarily absent. The Monarch may also replace the Seneschal, whenever he or she sees fit.

- The Steward of Emerald City is responsible for ensuring that all election guidelines for public offices are followed, and the mechanisms for declaring candidacies are properly maintained. The Steward of Emerald City is also charged with receiving and reviewing Council Applications, and periodically presenting them to the Lazarene High Chamber.

-The Guardian of the Realm is responsible for maintaining the defenses of Lazarus as well as the Emerald Legion. In addition, it shall gather such intelligence necessary to the defense of Lazarus, and the proper maintenance of all legitimate delegacies. The Guardian of the Realm must be a member of the Emerald Legion. 

-The Advocate of Foreign Enticement is responsible for negotiating treaties and alliances at the pleasure of the King/Queen and the oversight of the Chamber. In addition, it shall found and maintain embassies in all available or diplomatically related regions.

-The Director of Public Relations is responsible for maintaining the content of the Regional Headquarters according to independent Ministry guidelines, subject to Delegacy and Chamber oversight. He/she will also be responsible for bringing in new nations to Lazarus and maintaining activity within the borders of Lazarus. He or she is responsible for gathering internal news for the Public to read and discuss about.

The Emerald Legion
  The Emerald Legion shall be overseen by the Guardian of the Realm, and consist of volunteer conscripts from amongst the native forum members. Emerald Legion members shall be referred to as Legionnaires, and are members of the government of Lazarus.  They should conduct themselves accordingly. 
  If the Guardian of the Realm so chooses, he may appoint a maximum of three generals, who shall jointly be responsible for the Emerald Legion in his absence, and will assist in missions, the creation of and changes to regulations, and recruiting for the Emerald Legion. Generals must be part of the Council of Emerald City and may only be demoted via resignation, or approved request to the Council of Emerald City by the Security Council.
  Legionnaires are obligated to endorse the elected Lazarene King/Queen whenever their WA nation is in the region. In the event that a member of High Chamber becomes 
1) idle on the forum for more than 7 days, 
2) leaves Lazarus for a period that exceeds 3 days, 
3) has their principal nation deleted through inactivity or misconduct
--The Monarch or any other member of Government may motion to expel the idle member in The Council of Emerald City which will be followed by an appointment by the King within the next two days. The Monarch shall freely grant this motion, the member shall be expelled from the High Chamber and the Monarch shall appoint a replacement in any of the instances in A) through C) UNLESS the member has clearly communicated his intent to be idle or leave Lazarus for a specified period of time by means of posting in The Council of Emerald City.

Elections
    Elections shall be led by the Steward of Emerald City. Elections will be held in a 7-day process and will take place in the forums.

Candidacy and Campaign
   4 days shall be given to Lazarenes for declaring their Candidacies and presenting their platforms. Lazarenes may also ask questions for the candidates.
