- Legislation can be drafted and presented to the floor of the Emerald Council by any member of said Council. The Council as a whole shall debate legislation once presented for a period of one week. The Interior Commissioner, at his/her discretion, may move legislation to vote upon the request of the author of the bill/amendment, OR of two or more council members, or after a weeks discussion. Then the legislation will go to the floor for an immediate vote, which will last for one week or as soon as the majority of eligible voters have already voted.

World Assembly Delegate Security Act

Recognising the unique Position of the Lazarus WA delegate among other regions, we hereby lay the foundations to ensure a safer and more secure Lazarus.

Hostile Nations

This act hereby defines a hostile nation as a World Assembly member who attempts to overtake the legally elected Supreme Necromancer by gaining, or attempting to gain more endorsements than his/ her nation. This term may also apply to any nation who openly or secretly tries to overthrow the Delegate or any member of the government by any other means except for those detailed in the constitution.

Hostile Regions

This act hereby defines a hostile region as any region who tries to openly or secretly overthrow the legally elected delegate by supporting a hostile nation.

Declaration of Hostile Nations

The Supreme Necromancer may submit any nation to the Yaman Council for consideration of hostility, however he/she must provide just cause for this nation to be considered. The nation must have committed one of the following acts:
1. Telegrammed other WA nations in the region asking them to Unendorse the Delegate.
2. Failed to reduce their number of endorsements after 3 warnings from the Delegate.
3. Requested the help of foreign Militaries to assist them in gaining the WA Delegacy.
4 Repeatedly encouraged WA nations to unendorse the legally elected delegate in favour of another.

A nation may be officially warned by the Supreme Necromancer if it comes within 30 endorsements of the WA delegate nation. The first warning must give the offending nation 5 days to reduce the number of endorsements. If the nation fails to do this, a further warning will be sent giving a further 3 days to make the necessary reduction. If the nation fails to comply a final warning must be sent by the Supreme Necromancer giving the nation a final 3 days to reduce the number of endorsements it carries. After the final 3 days the Supreme Necromancer may bring the issue to the council.
This clause only applies if the nation has only exceeded the Endorsement limit as stated in the clause above. Should the nation be guilty of any of the other offenses, the Supreme Necromancer may bring the issue to vote after only one warning. Should other regions militaries be involved, as in the case of invasions by other regions, no warning is necessary.

The Yaman Council will vote and if a simple majority is reached the submitted nation will declared Hostile.

If a hostile nation is a member of the Yaman Council, their membership shall immediately be suspended. Any member of the Yaman council may motion for a nations hostile status to be removed, however they must present reasonable evidence that they are indeed no longer hostile. This motion must be voted upon by the Yaman council.

A simple majority of the council must be reached in both cases.

Once a nation is declared hostile all WA members who are also citizens of Lazarus will be required to remove their endorsements from the hostile nation. The Supreme Necromancer and the Gatekeeper may also call for the assistance of foreign allies and friends.

The Supreme Necromancer may give permition for any WA nation within the Council to pass the endorsement limit.

Declaration of Hostile Regions

Any region who is found to be orchestrating or supporting an invasion of Lazarus may be submitted to the Yaman Council for consideration by the Supreme Necromancer or the Gatekeeper, however reasonable evidence must be presented with the submission.

A simple majority is required for this declaration.

Any member of the Yaman Council may apply for the declaration to be overturned, however plausable evidence must be submitted that the invasion attempt has ended and will not occur again.

Upon the declaration of a hostile region, any embassy of that region will be closed down and applications to the Yaman council from members of that region shall not be accepted.

At any time during a foreign invasion, the Supreme Necromancer and/or the Gatekeeper may request assistance from foreign allies and friends to support the legal delegate.

Non-Agression and Cultural Treaty Between Lazarus and The New Inquisition

Preamble
We the regions of Lazarus and The New Inquisition hereafter refered to as TNI enter into this agreement in the spirit of friendship and to strengthern the mutual ties that we both hold.

Article I - Non-Agression Between Signatories

- TNI recognises the constitution, government and laws of Lazarus as legitimate and agrees not to undermine or overthrow them or to assist any other region in doing so. TNI further agrees to offer assistance in the event that another region or organisation attempts to overthrow the legitimate government of Lazarus.

- Lazarus recognises the constitution, government and laws of TNI as legitimate and agrees not to undermine or overthrow them or to assist any other region in doing so. Lazarus further agrees to offer assistance in the event that another region or organisation attempts to overthrow the legitimate government of TNI.

- Both TNI and Lazarus agree to peaceful military relations with one another. They agree not to seek to overthrow the delegacy of either region and not to assist any other region in doing so.

- The Signatories agree to share any intelligence relating to the security of the other region with appropriate members of that region. This includes, but is not limited to known invasion plans, spam attacks or any other type of forum sabotage.

- Signatories agree not to conduct any form of intelligence operations inside the other region.

Article II - Cooperation Between Signatories

- The signatories agree to host embassies for one another on their forums.

- The signatories agree to cooperate in the organising and hosting of cultural events.

- The signatories may cooperate on military training exercises, however this is left to the discretion of the governments of both regions and is not mandatory.

Article III Defense of a Signatory Region

- Should the direct security of the region of Lazarus be threatened, TNI will provide military aid at the request of the government of Lazarus.

- Should the direct security of the region of TNI be threatened, Lazarus will provide military aid at the request of the government of the TNI.

- The above clauses apply only to the Nationstates regions of Lazarus and The New Inquisition. Any further military aid is left to the discretion of the governments of the signatory regions.

Article IV Termination of Treaty

- If a signatory region wishes to terminate this agreement they must give 5 days notice on the forum of the other region.

- Termination of this agreement shall not be seen as an act of war or hostility.

Treaty between Lazarus and Europeia (2012)

A document between Europeia and Lazarus, to affirm friendship and to further the cultural and military aims of the same.

I. Participants and Legality
a. This treaty is between the regions of Lazarus and Europeia.
b. The treaty will only be legally ratified or amended by both of the respective and appropriate legislative bodies.

• i. A participant may suspend the terms of this treaty should a violation of article II occur.

• i. The definition of a training mission will be defined by the military leaders of each region.
  ii. Violations of section IIa may be considered grounds to suspend the terms of this treaty and may be dealt with in a method considered appropriate by the respective region.

• i. A spy will be considered a person acting under an alias or alternate identity within the jurisdiction of a participant region without the knowledge of said region’s government as to the alternative identities thereof, under the orders of the other government.
  ii. Violations of section b may be considered grounds to suspend the terms of this treaty and may be dealt with in the manner chosen by each participant.
  iii. Any legal action against the alleged person, if proven in a court of law, will be accepted by the region in violation of section IIb.

Treaty between The South Pacific and Lazarus

Preamble

We the regions of The South Pacific and Lazarus, Recognising that unity within the Game Created Regions is important, entre into the following alliance.

1) Each signatory recognises the government and laws of the other signatory as rightful and shall not seek to overthrow them or assist another region or organisation in doing so.

2) No signatory region shall conduct military operations inside the other signatory's region or support another region or organisation in doing so.

3) Neither signatory shall harbour an individual who attempts to overthrow the regime of the other signatory.

4) Both signatories agree to provide diplomatic and military support to one another in the event of an invasian or attempted coup against a signatory region if requested.

5) Each signatory agrees to share any relevant intelligence with the other signatory region, unless doing so would violate any standing agreements with other regions.

6) Each signatory region agrees to host an embassy for the other on their regional forums.

7) This treaty shall be considered void if a signatory region makes a post to that effect on the regional forums of the other. If this is done, the treaty shall cease to be in effect 5 days after a signatory has declared their intent to leave the treaty. This shall not be considered an act of hostility.

Quote:If a member of the The Lazarene High Chamber be absent for 3 weeks without prior notice, The Seneschal shall replace that member or if the Monarch chooses so, he or she may call for snap elections.

Quote:If a member of the The Lazarene High Chamber be absent for 2 weeks without prior notice, or resign from their position, The Seneschal shall replace that member or if the Monarch chooses so, he or she may call for snap elections or replace the absent minister. A member of the High Chamber is absent without notice if he/she fails to post the details of his/her absence on the forums prior to leaving the region. If a minister is planning an absence which shall exceed a period of 1 week, he/she must appoint a deputy to serve in his/her absence.

The Lazarene Courts of Justice

Headed by a single Lord Justice of Lazarus. The Courts shall be responsible for the interpretation of law and handling of matters deemed criminal in Lazarene law, excluding impeachment. It shall be the responsibility of the Lord Justice of Lazarus to interpret the law whenever called upon or they deem it necessary to settle a dispute and their decision shall become binding precedent, unless overturned or made irrelevant by a subsequent piece of legislation. In the event that the Council disagrees with a decision made by the Lord Justice, precedent can be overturned by a 2/3 majority vote of the Council.

The Lazarene Courts of Justice shall also be responsible for recommending law reform to the Council. the Law Commission shall be an independent branch of the Lazarene Courts , shall be composed of 3 other members, called the Jurors, and headed by the Lord Justice. It shall be the duty of the Law Commission to periodically review the laws of Lazarus to ensure they are still relevant, necessary and functionable. The Law Commission will be responsible for recommending changes to the law for the Council to act upon, but has no power to change the law in itself.

The Lord Justice shall be a position appointed by the Monarch and remain as Lord Justice for 4 months, the Lord Justice can hold no other positions. Should a member of the Council lose confidence in the Lord Justice a Vote of Confidence can be started by any member and would be successful if 2/3 majority of the Council support it.

In the event of a Criminal trial the Justice shall appoint 3 other Jurors to the case. These jurors must be part of the Council but cannot, in any way, be part of nor directly involved with the case brought before the Courts. Decisions shall be made by 2/3 majority by the Jurors and can only be overturned by a 65% vote of the Council.

The Wolf-Phoenix Accord

Foreword

In order to further harbor good relations and well being between our two great regions, we, the citizens of Lone Wolves United and Lazarus do agree to the following agreement:


Article I. The region of Lone Wolves United recognizes that the Phoenix government, the current government of Lazarus, is the one true and legitimate government of that region and as such will take every action necessary to ensure its continuous rule.

Article II. The region of Lone Wolves United pledges to support the above stated government in any defensive action that directly occurs as a result of attack on the region of Lazarus itself. Lone Wolves United also agrees to support the Lazarus armies in any military action outside of the region of Lazarus so long as the Lone Wolves United High Command deems it appropriate.

Article III. The Region of Lazarus recognizes that any region taken by Lone Wolves United is thus claimed as a territory of Lone Wolves United and will not take any action in such region with may displace Lone Wolves United military control.

Article IV: The Region of Lazarus agrees to participate with Lone Wolves United on military operations when called upon in a manner that the Security Minister and the King or Queen sees fit.

Article V: Both the Lazarus and Lone Wolves United military chain of command agree to make a good faith effort to share intelligence that is relevant to the other party. The relevant military officials shall have authority to veto such sharing, should they consider it to be a danger to regional security.

Article VI. The Region of Lazarus recognizes that Lone Wolves United is a raider region with a raider military and takes a stance of non-opposition and neutrality on that point.

Article VII. The Region of Lone Wolves United recognizes that, although Lazarus is neutral in nature, its army contains elements of a defender temperament and takes a stance of non-opposition and neutrality on that point.

Article VIII. Both regions agree to keep each other aware of relevant changes in the officers of their respective military forces.

FORUM DEFENSE INITIATIVE OF 2007

Title I. Purpose.

It is the purpose of this Act to condemn the practices of Forum Griefing and Forum Destruction in all their forms and to contribute to the demise of said practices by setting a reasonable standard of responsibility and accountability for members of, and nations associated with, Lazarus.

Title II. Definitions.

A. “Forum Destruction” is the act of intentionally deleting threads or posts in the Forum, or assisting in such deletion, without the free, informed consent of the Forum’s administrators, moderators, and members/users. This includes the deletion of the entire Forum.

B. “Forum Griefing” is the act of usurping Forum administrator or moderator powers, without their free, informed consent, to eject members from the Forum or otherwise silence free expression. Acts that constitute Forum Griefing include, without limitation: deleting members’ accounts, deleting or altering posts, or placing someone’s posts in a preview queue.

Title III.Crimes of Forum Griefing and Forum Destruction.

A. Forum Griefing and Forum Destruction in Lazarus is tantamount to treason and merits impeachment through the procedure outlined in Mandate 5.0. Anyone found guilty by the Council of the Emerald City of such crimes shall be sentenced to the penalty stated in Title IV.

B. Nothing in this Act shall interfere with the authority of the Forum administrators and moderators to perform actions within the Forum’s Terms of Service. This includes routine maintenance, reasonable regulation of the behavior of Forum members, or other actions permitted by the Forum’s registered owner.

C. This Act shall not apply to any crime committed before the date of this Act’s enactment.

Title IV. Sentence for Forum Griefing or Forum Destruction.

Anyone found guilty of Forum Griefing or Forum Destruction by the Council of the Emerald City, shall be permanently banned from the Forum, whether they be found guilty within Lazarus or in any other forum in the world of NationStates.

Preamble
Whereas, in a mutual and common effort to strengthen and consolidate the connection and allegiance between the two regions, The North Pacific and Lazarus, the regions have resolved that in order to promote and secure the essential interests of these sovereign regions, it would be advisable to form an accord with such terms and conditions as may be established by the respective legislative governments of both sovereign regions.

Terms:

1: It is hereby established that both regions fully maintain all sovereign rights.

2: Each region will place an embassy in the region of the other, in order to further communication between the two nations. The embassy will act as a voice of the allied region within the other, and will respect the laws of foreign soil. This will be done with due process and by request.

3. This agreement in no way obliges either party to act in either Military or Political nature.

5: The treaty may be reviewed and Terminated by the Governing Bodies of either Region at any time with appropriate legislative action, or immediately upon violation of this treaties terms and stipulations.

6. This Accord is between The North Pacific and Lazarus only and does not affect any current and/or future official diplomatic agreements, to be defined as "inter-regional relations involving a written treaty, non-aggression pact, or similar document", undertaken by either party to this agreement.

Final Term:
This Treaty shall be ratified by both sovereign regions in accordance with their respective legislative requirements. This treaty shall be considered active immediately after passage by both respective governments.
