Given that there is a need for an appeals process for bans, this is a proposal for this process:
Council of Lazarene Security Appeals Process

(1) Any resident or citizen may petition for the Council of Lazarene Security to revoke a ban of a resident or citizen from Lazarus, unless the ban was enforced by a court decision.

(2) Petitions to conduct a Decision Review shall:
a. be submitted to the Council in a public area,
b. identify any changes to their character or status,
c. include quotes and commentary thereof in support of altering their status in Lazarus.

(3) The Delegate shall consider the petition for at least two days before deciding whether to authorize a review of a decision by two-thirds vote.

(4) Upon deciding to conduct a Decision Review, the Chairperson shall immediately serve notice in a public place that a Decision Review has begun.

(5) The decision and a summary of their reasoning shall be published in a public area.
The Council of Lazarene Security is now permitted to begin a vote on this.

Council of Lazarene Security Executive Council Designation Process

(1) Any member of the Council of Lazarene Security may petition to be designated to the Executive Council as its designated member, at the end or start of each session, which shall be considered to be whenever a Prime Minister's term has ended or has just begun, or if no designated member is present on the Executive Council.

(2) At the end or start of each session, the Council of Lazarene Security will be open for petitions to join the Executive Council, as its designated member. If no petitions are received, and a designated member is present, this member shall automatically continue into the next session of the Executive Council, unless this member resigns, or is no longer a member of the Council of Lazarene Security.

(3) A motion to remove the designated member may be opened at any time, for reasons of inactivity or failing to abide by rules of the Executive Council, as long as two or more members of the Council of Lazarene Security agree to this motion. Petitions shall then be re-opened.

(4) If a petition is received, the procedure shall be as follows:
a. There will be a waiting period of at least one day for further petitions.
b. After the waiting period there will be a vote for three days, on the members who have petitioned to join the Executive Council as the designated member.
c. The member that has petitioned, and has the most votes, shall be the designated member. If no petitioning member succeeds in the vote, petitions shall be re-opened.
d. Abstention votes shall be votes to re-open petitions.
This vote lasts for 3 days, and Councilors may vote "Aye" or "For", "Nay" or "Against", or "Present" or "Abstain".

Example ballot:
1. Candidate Name

This vote shall be open for three days. You may also choose to abstain, which will re-open petitions.

The candidate with the most votes will be designated as the Council of Lazarene Security Designated Representative.

With the votes counted, there was 1 vote for Leonism and 4 votes for McChimp, and no abstentions.

McChimp is the Council of Lazarene Security designated representative with 80% of the vote.
