I. Assembly of Lazarus

Composition of the Assembly

(1) The Assembly will be comprised of all citizens of Lazarus.
The Assembly26 is the legislature of Lazarus, which is made up of those residents in the region that have applied for and obtained citizenship. It can only exist of citizens, in terms of the right to vote and see private areas of the Assembly26.

Powers of the Assembly of Lazarus

Powers of the Assembly
This refers to the powers that are granted to the Assembly26 by the Mandate25 to citizens, such as the right to vote, its powers of oversight or appointment of government officials or positions citizens may hold.

Procedural rules establishment

(2) The Assembly may establish and revise its own procedural rules by 50%+1 vote.
Key points:
  • The Assembly26 can write laws, which are called procedural rules1 over how it runs itself, as well as amend these procedural rules1
  • If the Assembly26 wishes to do so, then it requires 50% of voters to be for it, with one additional vote on top of that

General law and resolutions establishment

(3) The Assembly may enact, amend, or repeal general laws and resolutions by 50%+1 vote.

  • The Assembly26 can write general or normal laws5, as well as resolutions2
  • General Resolutions2 are merely statements or affirmations of what the Assembly26 believes or what should happen on a basic level
  • If the Assembly26 wishes to do so, then it requires 50% of voters to be for it, with one additional vote on top of that

Treaty proposal powers of the Prime Minister, Treaty voting

(4) The Assembly may enact, amend, or repeal treaties, at the request of the Prime Minister, by 50%+1 vote.

Declaration of War powers of the Prime Minister, Declaration of War vote

(5) The Assembly may declare war against another region or organization, and repeal a declaration of war, at the request of the Prime Minister, by two-thirds vote.

Removal power - Speaker, Prime Minister, Cabinet, Court, Councillor of Lazarene Security

(6) The Assembly may remove the Assembly Speaker, the Prime Minister, a Cabinet Minister, a Court Justice, a Councillor of Lazarene Security, or any other government official established by law or policy from office, by two-thirds vote.

  • The Assembly26 may remove the Assembly Speaker6, the Prime Minister7, a Minister or Deputy Minister8 in the Cabinet8, a Court Justice9, or a Councillor of Lazarene Security10
  • The Assembly may remove any other government official that the Assembly26 has voted to establish in law or policy

Removal power of Citizens - Delegate

(7) The Assembly may remove the Delegate or Vice Delegate from office by three-quarters vote.

  • If the Assembly26 wishes to do so, then it requires three-quarters or 75% of voters to be for it

State of Emergency powers

(8) The Assembly may declare a state of emergency, end a state of emergency declared by the Council on Lazarene Security, or extend a state of emergency ended by the Council, by three-quarters vote.

  • The Assembly26 may vote to declare a state of emergency13 and may vote to end one
  • The Assembly26 may vote to end a state of emergency13 that was declared by a vote of the Council on Lazarene Security10
  • If the Assembly26 wishes to do so, then it requires three-quarters or 75% of voters to be for it

Mandate Amendment powers

(9) The Assembly may amend this Mandate by three-quarters vote.

Constitutional laws and resolutions establishment

(10) The Assembly may enact constitutional laws and resolutions, bearing the same legal weight as this Mandate, and may amend or repeal such constitutional laws and resolutions, by three-quarters vote. Constitutional laws and resolutions must be explicitly designated as such within the text of each constitutional law or resolution, and may not either explicitly or implicitly amend or repeal this Mandate or other constitutional laws or resolutions.

Powers of the Assembly Speaker

Speaker of the Assembly
The Speaker of the Assembly17 is the citizen in charge of making sure the Assembly26 functions well and efficiently, by taking measures or actions of the Assembly26 to vote. They are empowered by the mandate and other laws to preside or govern over it.

Appointment power - Assembly Speaker

(11) The Delegate will appoint an Assembly Speaker to preside over the Assembly according to its procedural rules. Appointment of the Assembly Speaker will be subject to confirmation by 50%+1 vote of the Assembly.

  • If the Assembly26 wishes to do so, then it requires 50% of voters to be for it, with one additional vote on top of that

Powers of the Assembly Speaker - Procedural rules

(12) In the absence of procedural rules to settle a procedural matter in the Assembly, the Assembly Speaker may establish such rules. Procedural rules established by the Assembly Speaker will always be subordinate to the laws of Lazarus and procedural rules established by the Assembly.

Removal power of Citizens and Delegate, Restrictions on Speaker holding offices

(13) The Assembly Speaker will serve until resignation, removal from office by the Assembly or Delegate, or automatic removal from office. The Assembly Speaker may not serve or stand for an election for any other office but Councillor on the Council on Lazarene Security, or Deputy Minister.

(14) The Assembly may provide for the appointment and removal of deputies to the Assembly Speaker by law or through its procedural rules.
