The CLS is more appropriate as a long-term solution though, as it is already in a security role, and is essentially apolitical. 

Constitutionally though right now the Delegate can appoint anyone.

Basically the key things when deciding citizenship are:
1) Is X using a IP proxy or hiding a second forum account?
2) Is X lying on their application?
3) Is X a member of the NPO? 
4) Would X be a threat or destabilizing force in the region?

So realistically it has to be someone who can decide upon security implications as well as whether they meet the really basic requirements.

If we are to divide responsibilities, then the CLS would need the final say on whether someone should be given citizenship, whether or not a Speaker or Admin does their own checks.
