The Council of Lazarene Security is certainly not as active as I would like, which meant I had to use a lot of regional influence to eject those grossly above cap several months back. That's why I asked Treadwellia about a new list of candidates to add to it, so that when we have to eject nations no one nation is losing a lot of influence. Certainly we could move to remove Imkiville or Killer Kitty, though they do reach the minimum requirements for membership. Technically CLS members are not required to be active to eject nations, and instead can just support the Delegate and keep high influence. 

Though, it really depends on whether the region thinks that is enough or whether we want a higher level of activity for membership.

Well, technically a Delegate can withhold accepting applications, as long as they eventually do decline or accept them. 

The application process can be slow at times, though it is not so slow that apps aren't processed within a week or so of someone applying.

And plenty of other regions can have just as slow processes for security reasons.

Though, I think we need wider constitutional changes to get Lazarus moving, and relying on the Delegate to exclusively do citizenship applications can create more of a strain on the Delegacy than there needs to be.

I have talked with others via DM over the various amendments in the Assembly, though I haven't got a response back and I can't add to someone else's amendment without permission, so I will be proposing a new amendment within the month. 

The key things I am thinking of suggesting are:
1) The Delegate stays as a Head of State in a Security Role, with veto power on citizenship*, effectively acting as the guardian of the region. 
2) The CLS can decide citizenship applications, or designate one in their number to oversee applications. 
3) Ministers/Directors are elected every three or four months, and they campaign to be elected.

Optional things we could do are:
1) Allow Ministers/Directors to run for a portfolio/ministry they propose in an election.
2) Create a Chancellor/Prime Minister to be Head of Government.

*Which would be able to be overridden by a vote of the Assembly.
