The Director of Public Relations' post raises an interesting question that could be a potential turning point for Lazarus.
Imki does deserve credit for (once the Kahnate fell) the rebuilding of this region (very much so), but throughout her tenure as Delegate and Chief Executive Officer, it has become apparent that she either lacks the time capabilities or interest to serve as an effective Delegate. There have been numerous identifiable cases where an unneeded amount of time has been taken in, for instance, the processing of Citizenship (Shareholder) applications by the Delegate. This is nothing against Imki (I do appreciate the work she has done in building the region back up) at all, merely an expression of an opinion which I suspect is shared by other Citizens.
Were this to be an isolated incident (e.g. if this was the first time Imki had been gone for this period of time), I would have advised my fellow Citizens to instead seek to contact Imki by either means (e.g. e-mail) to find out what the cause for this is, and then, when she is back present in the Assembly, to question her about her continued fitness to serve in the Office of Delegate. We would then assess this vote on that basis.
However, in this incident, we have outstanding cases of inactivity prevalent across the entire year-long period Imki has been Delegate of Lazarus. With this in mind, I see it fit to support this proposed recall motion made by the Director of Public Relations.
I do, however, have several concerns regarding the future of the Delegacy if this recall motion were to pass this body. The Twelfth Mandate of Lazarus (Mandate 12) established the line of succession rather clearly in Article II (9), stating, "The Vice Delegate will be first in the line of succession, followed by each Councillor in the order determined by the Delegate with confirmation by 50%+1 vote of the Assembly. The first person in the line of succession who is willing and able to serve will succeed to the office of Delegate in the event that the office of Delegate is vacant." The keys word in that sentence are "willing" and "able". In the event that Imki is recalled under this vote, we would need to determine if Vice Delegate (Chief Operating Officer) Tubbius is "willing and able" to become Delegate under the article. Therefore, I would like to inquire what the Vice Delegate's opinion is as to whether or not he is "willing and able" to become Vice Delegate under this clause. I thank him in advance for his consideration of this important question.
