[Discussion] Proposed Delegate Recall - Imaginary - 03-27-2019 Greetings fellow Shareholders, Our Delegate Imki has not been active on her nation for over six days, giving us no word beforehand about her absence or on when she might plan to return. While I respect Imki very much, and see recalling her as a very serious step to take, I think now is the time to do that - especially considering this is not the first time such circumstances have occurred. I think she would agree with me; she has built this region up, and I don't believe she'd want it to stagnate just because she can't spend time here right now. I propose a recall of Imki, Chief Executive Officer of Lazarus. RE: Proposed Delegate Recall - Lukatonia - 03-27-2019 I am in favor of a recall. We need our leaders to be active and there for the community. If they are not we must act to correct that and I feel as though a recall is appropriate. RE: Proposed Delegate Recall - Vulturret - 03-27-2019 The Director of Public Relations' post raises an interesting question that could be a potential turning point for Lazarus. Imki does deserve credit for (once the Kahnate fell) the rebuilding of this region (very much so), but throughout her tenure as Delegate and Chief Executive Officer, it has become apparent that she either lacks the time capabilities or interest to serve as an effective Delegate. There have been numerous identifiable cases where an unneeded amount of time has been taken in, for instance, the processing of Citizenship (Shareholder) applications by the Delegate. This is nothing against Imki (I do appreciate the work she has done in building the region back up) at all, merely an expression of an opinion which I suspect is shared by other Citizens. Were this to be an isolated incident (e.g. if this was the first time Imki had been gone for this period of time), I would have advised my fellow Citizens to instead seek to contact Imki by either means (e.g. e-mail) to find out what the cause for this is, and then, when she is back present in the Assembly, to question her about her continued fitness to serve in the Office of Delegate. We would then assess this vote on that basis. However, in this incident, we have outstanding cases of inactivity prevalent across the entire year-long period Imki has been Delegate of Lazarus. With this in mind, I see it fit to support this proposed recall motion made by the Director of Public Relations. I do, however, have several concerns regarding the future of the Delegacy if this recall motion were to pass this body. The Twelfth Mandate of Lazarus (Mandate 12) established the line of succession rather clearly in Article II (9), stating, "The Vice Delegate will be first in the line of succession, followed by each Councillor in the order determined by the Delegate with confirmation by 50%+1 vote of the Assembly. The first person in the line of succession who is willing and able to serve will succeed to the office of Delegate in the event that the office of Delegate is vacant." The keys word in that sentence are "willing" and "able". In the event that Imki is recalled under this vote, we would need to determine if Vice Delegate (Chief Operating Officer) Tubbius is "willing and able" to become Delegate under the article. Therefore, I would like to inquire what the Vice Delegate's opinion is as to whether or not he is "willing and able" to become Vice Delegate under this clause. I thank him in advance for his consideration of this important question. RE: Proposed Delegate Recall - New Rogernomics - 03-28-2019 I haven't had a great deal of time to address this. But ultimately, as I've discussed with the other CLS members, the Speaker, and others, the following is the best steps forward: 1. Starting Friday at 12 am, which is the point at which 7 days have passed, there will be a vote of the CLS to make Tubbius the Acting Delegate. 2. If Imki has appeared by then, she can explain her absence and so on, and we can begin discussing tabling or postponing this proposal. 3. If Imki has not appeared by the weekend, then the end discussion date would be basically Monday. 4. If Imki has appeared at some point during the vote, she can explain her absence and so on, and we can discuss a resolution to the absence issue. 5. If Imki has not appeared, this proposal would require a 3/4 vote to recall the Delegate, and make Tubbius the new Delegate, in accordance with the established line of succession. This is not an issue that needs to be rushed, but at the same time if we feel it is necessary at this point we should keep moving forward on it. It's quite possible that before Monday (or the end of the vote) Imki will log in and we can set up a fruitful discussion with her about how to manage these absences in the future and whether she thinks she can continue actively as delegate. RE: Proposed Delegate Recall - treadwellia - 03-28-2019 I understand all of this and agree to proceed as discussed if necessary. I also am willing to take the Delegacy role if voted in and supported. My goal is NOT to run Imki off or make her feel unwanted or unvalued; by contrast, I would certainly welcome her support and advice as her situations allow. As a Shareholder, it is good to be informed by the officials like this. Thank you to Tubbius as well for confirming he will indeed be ready to accept the role! |
