Section 1. Amendment of the Assembly Procedure Act (August 2018)

(1) The relevant section of the Assembly Procedure Act, as currently written, reads:

(2) In order for a proposal to be brought to vote, a citizen eligible to vote on that proposal must make a motion to vote, and another such citizen must second the motion. A motion to vote may only be made by the initial author of a proposal unless the initial author is no longer a citizen or has not posted on the off-site regional forum for more than seven days without posting a leave of absence.

(2) The amended Section of the Assembly Procedure Act shall read:

I oppose this. With the mere type of a finger, anyone can just block legislation at their pleasure. I can just motion something to vote, and when the vote does not go my way, I can just stop the procedure at my own whim.

There needs to be some process for stopping votes. We almost deleted our criminal code. If an author has the right to motion their proposal, I don't see an issue with them withdrawing their motion. If someone stops a vote because its not going their way, I don't see that move helping their proposal. It would damn it to fail.

Maybe you could consider rewording to:

"Should a motion to vote be withdrawn before the full voting period has elapsed, voting shall cease and the proposal will fail. Motions to vote may be withdrawn by those who made them or, if the person who motioned has since lost citizenship, the Speaker."

This makes it clear that the vote will not only cease but its results will have no meaning.
