With the mere type of a finger, anyone can just block legislation at their pleasure. I can just motion something to vote, and when the vote does not go my way, I can just stop the procedure at my own whim. If an author has the right to motion their proposal, I don't see an issue with them withdrawing their motion. If someone stops a vote because its not going their way, I don't see that move helping their proposal. It would damn it to fail. Motions to vote may be withdrawn by those who made them or, if the person who motioned has since lost citizenship, the Speaker." This makes it clear that the vote will not only cease but its results will have no meaning.
