Establishment of Regional Representatives Amendment

Preamble
This shall require regional representatives to be World Assembly members and citizens of Lazarus.
Section 1. Amendment of Section 2, Limitations
(1) Section 2, Limitations shall be amended to include:

(1) Appointments of regional representatives by the Prime Minister will be subject to a vote by the Executive Council.
(2) Regional representatives must be World Assembly members and citizens of Lazarus.
(3) Regional laws by the House of Representatives shall be implemented purely for role-play purposes only and shall not conflict with laws of the Assembly.
(2) Section 3, House of Representatives will be added:
Section 3. House of Representatives
(1) The House of Representatives shall be the regional representative body of Lazarus, and their members shall be referred to as Members of the House, Representatives, or Regional Representatives.
(2) The Chairpersons of the Executive Council shall also be the Chairpersons of the House of Representatives, with a separate Chairperson for the House of Representatives able to be established by a two-thirds vote of the Executive Council.
(3) The Executive Council may also allow the election or appointment of a separate Chairperson for the House of Representatives by two-thirds vote, with the Chairperson requiring a 50%+1 vote of the House of Representatives or the Executive Council to be elected or appointed.
(4) The procedural rules shall be the same as in the Executive Council, unless the Executive Council establishes separate procedural rules for the House of Representatives by two-thirds vote of the Executive Council.
Duties and responsibilities
(5) The House of Representatives shall be tasked with proposing, establishing, and voting upon regional laws that cover civil rights, political rights, and regulations of the nations of Lazarus. They may pass such regional laws by 50%+1 vote.
(6) The House of Representatives may establish a general policy on General Assembly resolution recommendations to the Prime Minister or Vice Delegate, by a two-thirds vote of its members.
(7) The House of Representatives may vote upon a recommendation for a General Assembly resolution proposed or at vote by a 50%+1 vote of its members.
Speaker of the House
(7) The Speaker of House may be removed by a 50%+1 vote of the House of Representatives or the Executive Council.
