Lazarene Citizenship Act Amendment (February 2023)

Article 1. The Lazarene Citizenship Act shall be amended to read:

Article I. Grant of Citizenship


(1) Applicants must have a nation in Lazarus, and comply with:

a. Laws and Treaties that may restrict participation or membership in other regions or organizations.
b. Policies established for the citizenship application, inclusive of forum administration checks.

(2) The Delegate shall appoint a Granting Official to advise the Delegate on citizenship applications.

(3) The Granting Official or the Prime Minister may recommend to the Delegate that an applicant be declined when they:

a. Have no nation residing in Lazarus or noted on their application.
b. Have a criminal history in another region or organization.
c. Do not present themselves as a good prospect for citizenship.

(4) Forum Administration shall decline an applicant inclusive of failing IP or Proxy checks set for the application.

(5) The Granting Official or the Prime Minister shall then advise the Delegate on an application. Advice of the Prime Minister shall supersede the advice given by the Granting Official where there is conflict.

(6) Once the application is approved by the Granting Official or the Prime Minister, it will be passed to the Delegate, who has the final authority to permit or decline citizenship.

(7) In the absence of a Granting Official or the Prime Minister, the Delegate may approve or reject citizenship applications.

Article II. Deprivation of Citizenship

(1) Reasons to revoke citizenship shall include:

a. Having no nation residing within Lazarus.
b. Failing to follow policies established by Forum Administration,
c. Any other reasons or activity requirements that may be established by law.

(2) Citizens shall be advised by the Assembly Speaker, Forum Administration, or the Granting Official each month that their citizenship shall be revoked:
a. Through posting a list of citizens on the forum, discord, and regional message board, stating that they may have their citizenship revoked.
b. Through private communication on the forum, discord, or by telegram.

(3) Revoking of citizenship shall occur:
a. Within 5 days of being advised that their citizenship shall be revoked.
b. Immediately or temporarily if Forum Administration considers them to be an OOC threat.

(4) The Assembly may alternatively permit an inactivity waiver for a citizen by two-thirds vote.

Article III. Renunciation of Citizenship

(1) A citizen may renounce their citizenship by a post on the forum or by private communication.
The key things this would change would be:
  • The Prime Minister will have priority over the Granting Official on making advice/recommendations for citizenship. Which makes sense as the Granting Official is essentially the stand in to make sure that citizenship applications never have a period where they aren't being actively processed.
  • Makes it a requirement to notify via the forum, discord, and regional message board when citizenship is near being revoked.
  • Makes it a requirement to post/react on the forum or discord at least every three months to continue to hold citizenship.
For the forum and discord activity requirement it doesn't matter what the type of post it is, as long as it is made. Basically, the equivalent of a check in requirement.

I did consider an alternative which is a forced check thread in on the forum, but it is probably a fair compromise to include posting/reacting on the discord server as another way to meet it.

If this passes, how I'd likely implement it is having a check in thread on the forum, and a check in post on the discord with a citizen mention each month. On the later, I think folks reacting to the post should be fine.

I proposed this, but I didn't finish it.

Either I put it forward with the new activity requirement or remove that and just amend for the PM Granting Official conflict.
 
Revised it to just have the option to establish activity requirements by law, as that is a discussion to be had at another time.

This fixes a hypothetical citizenship apps conflict between the PM and Granting Official and other things.

I'll leave this over the weekend, and then motion it vote next week.
