Proposal Appointment: New Rogernomics as Minister of Foreign Affairs

@New Rogernomics has been appointed to serve as Director of Foreign Affairs. As per Mandate 12 IV.5, this appointment is subject to a simple majority confirmation by the Citizens of Lazarus.

I would like to first thank everyone for their support in re-electing me as First Citizen/Prime Minister of Lazarus. I hope this term can be as productive as my previous one was.
