Section 1. Amendment to the Mandate

The mandate shall be amended to include an Emerald Council:

IV. Emerald Council

Composition of the Council

(1) The Delegate and Vice Delegate shall be permanent members and chairs of the Council unless they are removed from office by three-quarters vote of the Assembly.

(2) In accordance with Prime Ministerial elections, the Prime Minister will be appointed to the Council.

(3) In accordance with Prime Ministerial elections, the Prime Minister will appoint at least two officials, one tasked with internal affairs, and one with foreign affairs.

(4) The Prime Minister may appoint more officials to assist with executive duties, programs and activities. Appointment of officials will be subject to confirmation by 50%+1 vote of the Assembly.

(5) In accordance with the procedural rules of the Council of Lazarene Security, a member from their number shall be designated to serve on the Council.

(6) In accordance with the procedural rules of the Court of Lazarus, a member from their number shall be designated to serve on the Council as a legal advisor.

(7) Membership on the Emerald Council will not restrict participation in another office.

Honorary Title

(8) Members of the Emerald Council may be called Emerald Councilors.

Ordinary responsibilities of the Council

(9) The Emerald Council will be tasked with directing the affairs of state of Lazarus, inclusive of internal affairs, foreign affairs, and discussing the direction of the region.

Removal from the Council

(10) Non-Permanent members of the Council will serve until the end of their term or until resignation, removal from office by the Assembly, or automatic removal from office.

Section 2. Replacement of IV. Cabinet of Lazarus

(11) The Section IV. Cabinet of Lazarus in the mandate shall be replaced with the Section IV. Emerald Council.

Section 3. References to Cabinet Ministers

(12) All references to Cabinet Ministers in the mandate shall be replaced with and determined to refer to Emerald Councilors.

To be clear, what will the Emerald Council do that no currently-existing Lazarene institution does? Even if the answer is "nothing," why do you believe that an Emerald Council is necessary or desirable anyway?

It will frequently liason between the Delegacy, the Prime Ministers office, the CLS, and the elected member from the Assembly, providing much better co-ordination than now between all those offices. This would be an executive council rather than a new legislature.

Some have wanted better co-ordination between the Delegacy, PM, and the region generally at large, and this would do that, while giving regular citizen input to these discussions via a citizen elected to do just that, alongside the PM and their representative, providing a balance between the elected and un-elected members of the council.

While there was a possiblity to give this power to vote to veto legislation, that might approach second legislature territory rather than an executive council territory*. Though if people are interested in giving it that power we could discuss that possibility, but I figure that given past discussions not enough will be into that.

The name is reminiscent of the Emerald Council back in pre-PRL days, so should be both non-controversial and nostalgic for the region, though more than that it adds a Lazarene flair to what would have just been the name "Executive Council".

*Though an executive veto is still in line with executive power rather than legislative power as such, as with a Presidential veto, and similar executive councils in other regions.

So what requires this to be a Constitutional Amendment rather than something unofficial or with regular legislation?
Because if it is unofficial there is no point to it, as it is meant to be an official body with an elected position within it, and with regular legislation it would have to count as an office that restricts membership in another office, and we have enough restrictions on holding different offices already.

Under this version, the idea would be to streamline the government, and make it a lot easier for citizens to participate in it.
