Because it is fairly unnecessary in the instance of a Court judgment, as the Assembly can already change court verdicts by vote.
This part couldn't also practically be a check on the CLS, as the CLS can ban citizens from the Assembly on-masse, and once they are banned, they can't really vote to restore their citizenship.*1
I could also see a situation where someone could be banned again, and then the Assembly would have to hold a vote, and then they could be banned again, creating a limbo situation.
The change in section 8 achieves allowing for regional officers to eject fascists, spammers, and regional message board rule breakers, without having to hold votes on them.
We should probably have a wider discussion on the criteria of bans, and I'll be proposing something soon on the CLS front, as the Assembly is empowered to pass laws concerning CLS procedures:
(4) The Council may establish and revise its own procedural rules by 50%+1 vote. Such procedural rules will be subordinate to the laws of Lazarus.
Really up to this point it hasn't been considered an issue, as the criteria has been enforced on very few residents, let alone citizens.
*1: As far as criteria used so far. The only bans have been for being a fascist infiltrator, participating in a coup of another GCR, extreme dishonesty on their citizenship status/breaking regional law, a ban/ejection for violating the endorsement cap, and now spamming.
