I don't think it's legally recognized by the Assembly Procedure Act (August 2018), though it doesn't hurt. As another note, though, I think that "third" isn't the appropriate term, you aren't really adding onto anything but seconding the prior motion. I could be wrong on that and it is just a styling preference.
