The long version is that Tubbius is a deified medieval toymaker and actor who has access to the Tubbius Magic, which keeps His Immensity impossibly fat, perfectly healthy, and eternally long-lived at His current age.  In-game, He's recognized by Treadwellians as secretly being their Santa Claus in addition to being their king.
