1) Who do you refer to, our allies or the Warzones wishing to be a part of Warzone Inc.?
2) I definitely believe so. It will give the Guard a good motivation to take actions in the interest of protecting the protectorates, and furthermore, as can be seen in the treaty, it will hopefully somewhat strengthen the Guard with additional reinforcements from the Warzones, per the terms of the treaty.
3) I think that, towards the end, Sylven withdrew more from NS, but you'd have to ask her.
@demonos I hope that would answer your questions (except, obviously, 1 - could you clarify on that, so I may answer?)

Again, I think this is a really great idea and I look forward to when we have the resources and people in order to help other regions. @temmi a fair concern, but I would disagree - I think that this, if implemented well, will indeed drive activity, within the Guard at least. While we should most certainly look inwards, I do not believe we cannot do that while also keeping a concern out for our interests abroad.

Well, I suppose I don't know too much about how the Guard operates or what it is currently doing so fair enough!

My main worry is that time and energy that could be spent improving how things are running here will be spent in other regions. I know the document says that we are just helping them with these things, but is there a plan or any sort of communication with the regions already about how that will actually happen? Do they already have positions or governments established working on those things in the regions?

The treaty does not require us to do so. It says we may do so, and it will presumably take the form of working with them to improve their security by advising them and having someone recruit on their behalf when that person has time and is willing to do so.

You should be looking in Article 1:

Merely just providing the relevant passage that relates to the PM having the responsibility to propose/amend/repeal treaties. Effectively, the PM has to allow for the proposal to hit the floor i.e. "at the request of the PM". Once the proposal is on the floor, the Assembly can ask for edits/revisions, and normal procedure is followed.

@demonos apologies for the late reply, but to answer your question: associated regions is none until we pass the treaty, but we know Warzone Africa and Warzone Asia agreed to it - likely they will be the first to join. From then on it will have to be decided by the Prime Minister (preferably in agreement with the Cabinet) what Warzones can and can’t sign on to the treaty.

The Prime Minister of Lazarus nor the Assembly of Lazarus can, at this time, reasonably promise (With a 100% Guarantee) to protect the "regional security" of a Warzone as the Charter of the Regional Guard (Constitutional Law) gives the Guard the power to raid and defend Warzones at its leisure nor does the Charter allow the Assembly or Prime Minister to invalidate this, and the Director of the Guard is not subordinate to the Prime Minister, rather subordinate to the Delegate. For Warzone Inc. to exist in a De Jure sense the Charter of the Regional Guard must be amended or the Delegate and by extension the Director of the Guard may be able to unilaterally nullify this treaty; passing a separate Constitutional law would be illegal as it would contradict the Charter of the Regional. Don't get me wrong I support Warzones Inc. but I think we should fix this issue before entering a formal arrangement.
