Because he's shown that he has no regard for the Guard's regulations. It would be irresponsible to allow him to continue to participate with that in mind.

Vedan's appointment was only unofficial because he abused the position so soon after he heard he was going to be appointed that the PM didn't have time to write up an announcement. It makes sense that somebody who abused their position within a single update would be prohibited from serving is a position of such responsibility again for a long time.
