No, as we would want to be able to change the images over time. It would be what the award is for that is important.

The exception would be if we were to make an official seals act, which would require that.

Couldn't we just add a clause for both saying "The Assembly may alter these seals/awards by majority vote and the Prime Minister may alter these seals/awards, so long as such action does not infringe on a preexisting resolution passed by the Assembly within the last three months."

That is all depending on whether we want to require a vote or to do want we allow with theming acts, and the jurisdiction should be down to a Minister appointed by the Prime Minister.

It seems a bit extensive, when we could make it pretty simple.

Though in the situation as above, it wouldn't be down to the Prime Minister, but a Minister they appoint to oversee the seals/awards, so likely Internal Management.

There is the added complication as well that Forum Administration will have to add/maintain these awards, so there shouldn't be so many as to be impractical, and some should be able to be added without having to exclusively go through the other.

So it makes sense to have simple language, like below:
