Reading this over again I came across this:
Quote:(3) The Prime Minister shall be elected via instant-runoff voting for a four-month term. Elections shall be undertaken by the Assembly. Procedure for elections will be defined by law.
This is rather unclear, as unlike the other positions in the mandate there is no outlined percentage, which is a requirement for an instant run-off, as in the first round if a candidate receives a majority it wins, so the required percentage must be defined. Is it 51%, 2/3rds or 3/4s? 

This would be clearer language:
(3) The Prime Minister shall be elected via a majority instant-runoff vote of the assembly for a four-month term. Procedure for elections will be defined by law.

Though, I still think it would make sense to have consistently the same voting method, rather than have one exclusive to the Prime Minister.

This is done by simply adding this to the Assembly part, then all you need to give is a percentage for each position, instead of repeating the text 'instant-runoff vote' for every position:
Quote:Voting Method

(#) The voting method for the election or appointment of officials by the Assembly shall be defined as instant run-off voting, with the procedure further defined by law.

With that done you could just do thus:
Quote:(3) The Prime Minister shall be elected by majority vote for a four-month term. Elections shall be undertaken by the Assembly. 
Also it would allow a further refinement, as all elections undertaken by the assembly are already defined as having a procedure defined by law, so you can leave that out as well.
