The Prime Minister only sets the course of Cabinet, if the Cabinet can't decide by majority vote, which would be pretty rare.
You could easily do without stating that, as it is already defined previously, so would be overlapping a bit. If you really needed to state that then this would work:
Quote:(5) The Prime Minister shall be the head of government, and be selected by the Cabinet from their number.
(6) Where the Cabinet cannot reach a decision by majority vote, the Prime Minister shall set the course of the Cabinet.
