2. I am not sure with the wording of this act, whether this Secretary is decided among the members of CLS? If so, calling this a body, as opposed to just a position or two within the structure of the CLS, is more of the issue with this.
3. Internally the CLS, by it's own decision, could establish a Secretary, with or without legislation, as they already have those powers as a group. But adding on a citizen liaison as a deputy as someone outside of the structure of the CLS, if that is what you are getting at, could be the complication here.
I'll write up a more in-depth response tomorrow, with some alternatives.
