Well, the problem would be that this doesn't cover OOC actions which don't always have a NS court case behind them, and are often more harmful to players than Gameplay.
These include:
COPS like acts i.e. forum deletion and destruction.
Sexual Harrassment
Hacking i.e. Llamas
Harrassment/Bullying/Abuse
