I have carefully combed through the Mandate, and it makes no mention whatsoever of the ownership of the means of production. However, the Mandate does lengthily expound upon the powers of the delegate, and I think those also need to be taken into account when considering the full question.
These clauses are clear: The delegate may serve only in the offices enumerated by the Mandate, and no others - and Party Chairman is not listed in the delegate's list of offices.
So I believe the answer to your question is:
1) It is legally acceptable to carry out a communist revolution at any time, not just on weekends.
2) The Delegate may not serve as Party Chairman. Imki is prohibited from holding this office until and unless she resigns the delegacy and a successor takes her spot.
