If the APC treaty is repealed it has no impact upon the Hostile Entities and Persons Act, which would remain in effect.
If the war ended, the Hostile Entities and Persons Act would still remain in effect as well towards the NPO, unless we were to repeal the resolution.
Technically we do not have to be at war with a region to declare them hostile or to retain resolutions passed to declare them hostile.
Realistically though, with or without the Hostile Entities and Persons Act, the CLS can still ban anyone deemed a threat.
