This may not be legal. That particular office is, if memory serves, mandated by law.

Technically it can be merged into another department or onto another Minister, and it would be possible to amend the law to allow for that.

When I wrote it, I was sort of thinking that it was possible hypothetically to allow for the responsibility to be put on a existing Minister. 

So it would be possible for example to create a new ministry, and add that responsibility onto whoever runs that department, in theory.

Whether this is a good idea or not though is up to the Assembly.
