I'll say the only area I am iffy about it is this one:
I'd go so far to say that if we are to have such events, Internal Management and Public Relations will need to develop a calendar of events, as we can't just keep signing treaties requiring events without actually having an idea of when to place them. As it stands, effectively two months* are now off the calendar of events we could do ourselves or with other regions (unless we don't actually bother to do our part of the work), so that would be the downside of signing a treaty with clear events obligations.
That's the difficulty I see with treaties of this nature in general.
*15 days X 2 for our existing treaties, and 15 days X 2 for this one, so in total it would have to be placed in four months during the year.
