I think that the instant run-off part should be removed, as the voting system can be described in a Elections Act.
Document wise it can lead to a lot of confusion to describe one type of voting specifically.
So from this:
(6) The Prime Minister shall be considered a Cabinet Minister and shall, therefore, be elected via instant-runoff voting for a four-month term, or until resignation, removal from office by the Assembly, or automatic removal from office.
To basically this:
(6) The Prime Minister shall be considered a Cabinet Minister and shall, therefore, be elected via voting for a four-month term, or until resignation, removal from office by the Assembly, or automatic removal from office.
On Instant-Run Off

On another issue entirely, instant-run off is a very difficult system to manage in general. So I'd want to have a wider discussion on this elsewhere.
When instant-run off was tried at the con con it had disastrous results, as it led to a disputed election.
So logistically, you would need precise knowledge of the algorithm* to be able to run the election.
Unlike traditional rounded voting till a winner is found, which is simple to understand to the point anyone could run an election.
