puts on Citizen hat: The exemption stands regardless of whether the nation is there or not, so I don't think there's harm to it.

I would support still going through with it. We all hope Imkiville stays, but should she be unable to due to RL, I think it would be a good idea to have the inactivity waiver for her to still remain a citizen, in recognition of all she's done for us.
