Lazarene Citizenship Act Application Amendment

Preamble

This shall amend the citizenship application process to require either having a World Assembly nation in Lazarus or being granted an inactivity waiver to hold citizenship.

Section 1. Amendment of Article I. Grant of Citizenship

(1) Article 1. Grant of Citizenship shall be amended to read:

Article I. Grant of Citizenship

Application process

(1) Applications for citizenship must comply with the laws and regulations of Lazarus, which shall include applying with a nation and account that:
a. Is a World Assembly nation resident in Lazarus or has been given an inactivity waiver prior to or during the application process.
b. Complies with the laws and treaties of Lazarus, and forum administration policies that may restrict the application.

Granting citizenship

(2) The Head of State may appoint a Granting Official, in addition to the Prime Minister, to grant or decline citizenship, or to grant or decline inactivity waivers. The Head of State may revoke this right from the Granting Official or the Prime Minister at any time. The Assembly may alternatively permit an inactivity waiver for a citizen by two-thirds vote.

(3) The Head of State and the regional military commander shall impose activity requirements on citizens granted a waiver for military membership. The Head of State must be provided with a fifteen-day waiting period, where the Head of State may rescind the removal of the waiver.

(4) Inactivity waivers shall allow the waiving of the World Assembly nation requirement. The Head of State must be provided with a fifteen-day waiting period, where the Head of State may rescind once granted. The Head of State may also motion for the removal of an inactivity waiver by a 50% + 1 vote of the Council on Lazarene Security.

(5) The Granting Official or the Prime Minister may recommend to the Delegate that an applicant be declined when they:
a. Have no World Assembly nation resident in Lazarus, have not been granted an inactivity waiver, or fail to provide a World Assembly nation or disclose it in the case of military organization membership.
b. Failing to follow policies set by regional, forum, or discord administration,
c. Do not present themselves as a good prospect for citizenship.

(6) Forum Administration shall decline an applicant inclusive of failing IP or Proxy checks set for the application. Unless a waiver is granted by forum administration to allow for their use of an IP Proxy for reasons of OOC safety or security.


(1) Applicants must have a nation in Lazarus, and comply with:

a. Laws and Treaties that may restrict participation or membership in other regions or organizations.
b. Policies established for the citizenship application, inclusive of forum administration checks.

(2) The Delegate shall appoint a Granting Official to advise the Delegate on citizenship applications.

(3) The Granting Official or the Prime Minister may recommend to the Delegate that an applicant be declined when they:

a. No resident nation in Lazarus or it ceasing to exist,
b. Failure to provide a World Assembly Nation or, in the case of military organization membership, to disclose it,
c. Failing to follow policies set by regional, forum, or discord administration,
d. Do not present themselves as a good prospect for citizenship.

(4) Forum Administration shall decline an applicant inclusive of failing IP or Proxy checks set for the application. Unless a waiver is granted by forum administration to allow for their use of an IP Proxy for reasons of OOC safety or security.

(5) The Granting Official or the Prime Minister shall then advise the Delegate on an application. Advice of the Prime Minister shall supersede the advice given by the Granting Official where there is conflict.

(6) Once the application is approved by the Granting Official or the Prime Minister, it will be passed to the Delegate, who has the final authority to permit or decline citizenship.

(7) If the Granting Official or the Prime Minister has been granted the right to admit residents to citizenship by the Delegate, then they may permit or decline citizenship without need for Delegate approval, but they must provide a seven-day waiting period within which the Delegate may rescind the citizenship once granted.


Section 2. Amendment of Article II. Deprivation of Citizenship

(1) Article II. Deprivation of Citizenship shall be amended to read:

Article II. Deprivation of Citizenship

(1) Reasons to revoke citizenship by the Assembly Speaker or Forum Administration shall include:
a. Not holding a World Assembly nation in Lazarus,
b. Or if not holding a World Assembly nation in Lazarus, lacking an inactivity waiver,
c. Failing to follow policies established by Forum or Discord Administration,
d. No Resident nation in Lazarus 15 days prior to an election in the Assembly,
e. Resident nation banned from Lazarus by a vote of the Council of Lazarene Security,

f. Any other reasons or activity requirements that may be established by law.

(2) Citizens shall be advised of the revoking of their Citizenship status by the Assembly Speaker or Forum Administration:
a. If their citizenship nation has ceased to exist, direct messaging on the forum and discord server where possible,
b. If their citizenship nation moved, they shall have a telegram sent to that nation,
c. 15 days after being advised that their Citizenship shall be revoked during or after an election period.


(1) Reasons to revoke citizenship by the Assembly Speaker or Forum Administration shall include:

a. Having no nation residing within Lazarus.
b. Failing to follow policies established by Forum Administration,
c. No Resident nation in Lazarus 15 days prior to an election in the Assembly,
d. Resident nation banned from Lazarus by a vote of the Council of Lazarene Security,
e. Any other reasons or activity requirements that may be established by law.

(2) Citizens shall be advised of their Citizenship status by the Assembly Speaker or Forum Administration:

a. If their citizenship nation has ceased to exist, they shall be direct messaged on the forum and discord server where possible,
b. If their citizenship nation has moved, they shall have a telegram sent to that nation.

(3) Revoking Citizenship on basis of activity or no resident nation by the Assembly Speaker or Forum Administration shall occur:
a. 15 days after being advised that their Citizenship shall be revoked, if during an election period,
b. 28 days after being notified that their citizenship shall be revoked if outside of an election period.

(4) The Assembly may alternatively permit an inactivity waiver for a citizen by two-thirds vote.

(5) The Delegate within a seven-day period after citizenship has been granted may revoke the citizenship.
