Mandate Assembly discussion amendment​

Preamble

This shall amend the mandate to allow for residents to participate in Assembly discussions, but voting rights will remain with citizens only.

Section 1. Amendment of the Mandate

(1) Article I, Assembly of Lazarus shall be amended to include:

Composition of the Assembly

(1) The Assembly will be comprised of include all citizens of Lazarus. Residents of Lazarus and its territories may participate in the discussions of the Assembly with the exclusion of discussions restricted from them by law or the Assembly Speaker. The Assembly Speaker may exclude residents from participation in the Assembly. Only citizens of Lazarus may vote in the Assembly.

Passage Requirement: three-quarters (75%) vote
