Brace yourselves — I am about to terrify you with a proclamation of unprecedented leniency:

• Opening up the Assembly so residents don't have to go through the bother of applying for citizenship just to discuss the region with us,
• Citizens will retain the right to vote and they will still be able to discuss sensitive issues in their own sub forum,
• Providing a waiver for some of those removed for IC offenses in the past to talk in non citizens areas and RP with us,
• Not banning people because I fear they are going to coup the region, with no solid evidence to back up my fears,
• And reviewing past bans to consider the possibility of future unbanning where warranted.

I understand this will leave you trembling, after all an evil dictator granting you more rights is the stuff of nightmares.

Naturally, I expect you would be furious, and as a brutal dictator I will viciously and ruthlessly allow you to debate these ideas with me in the Assembly.
