Section 1. Administration and Definitions
(1) The Executive Council will be administered according to all provisions mandated for the Executive Council by Mandate 12 and according to the below procedures.
(2) The Delegate shall be the head Chair of the Executive Council, with the Vice Delegate as the secondary Chair of the Executive Council.
(3) A Chair may also be referred to as a Speaker of the Executive Council.
Section 2. General Procedures
(1) A minimum discussion period of three days is required before any proposal may be brought to vote. A Chair is not required to open a vote if they determine that the proposal has not had sufficient discussion, but they may not delay opening a vote for more than seven days from when the motion to vote on the proposal was seconded. A Chair may bring a proposal to vote without a motion or second to vote, as long as the proposal has undergone a minimum discussion period of three days, and the author of the proposal does not object to it going to vote.
(2) In the event that there are multiple competing proposals regarding the same matter in the judgment of a Chair, a Chair will bring them to vote one at a time, in the order they were motioned to vote. If such a proposal is enacted, the subsequent competing proposals will not be brought to vote.
(3) All votes will take place for five days. Executive eligible to vote may vote "Aye", "For" or "Mmph", "Nay" or "Against," or "Abstain" or "Present." Voters may cast their votes by voting in self-closing polls in each voting thread. The names of the Executive Council members who voted for each option must be visible to the Executive Council. Voters' posts that include additional content or embellishment will be discarded and split from the voting thread.
(4) Executive Council private votes inclusive of appointment votes and general election votes, may be archived for public view by the Chair or Forum Administration once the vote has passed or failed in the Executive Council.

(6) Private discussions and proposals may be archived for public view by the Chair or Forum Administration if 28 days has passed with no activity in the thread or no on-going effort to move it to vote, and the Executive Council or the Council of Lazarene Security does not oppose its release. The Executive Council or the Council of Lazarene Security may object to release prior to or within one week of the thread being archived.
Section 3. Appointments and confirmations
(1) Appointments or confirmations of Cabinet Ministers, Deputy Ministers, and any other officials deemed necessary to carry out the duties, programs, and activities of the ministries by the Executive Council shall not require a proposal or discussion period, unless an Executive Council member requests a discussion period take place.
(2) Where a Prime Minister has not been subject to a regional election of the Assembly, a standard discussion period of three days or more for a proposal shall take place.
(3) Where a Prime Minister, Cabinet Minister, Deputy Minister, or regional representative or any other officials deemed necessary to carry out the duties, programs, and activities of the ministries by the Executive Council have undergone a regional election of the Assembly, they shall be considered confirmed automatically. If an Executive Council member objects to their confirmation prior to or within one week of the citizen being confirmed to the position, the position may undergo a confirmation vote by the Executive Council.
Section 4. Voting and Non-Voting Status
(1) Executive Council members, Government officials, Councillors of Lazarene Security, Court Justices, and regional representatives may be granted the right to vote in the Executive Council. The Executive Council will decide their voting or non-voting status in the Executive Council through a two-thirds vote of the Executive Council. Those subject to a change in voting status may not vote in their own status vote.
(2) Change of voting status votes in the Executive Council shall not require a proposal or discussion period, unless an Executive Council member requests a discussion period take place. If another Executive Council member objects to an Executive Council member gaining voting status within week of their change of status, the position shall undergo another change of status vote by the Executive Council.
