Composition of the Council
(1) The Delegate will appoint Councillors to the Council on Lazarene Security, subject to confirmation by 50%+1 vote of the Assembly. Councillors will serve until resignation, removal from office by the Assembly, or automatic removal from office.
- The Councillors of Lazarene Security10 will be appointed by the Delegate11. This appointment requires 50% of voters to be for it in the Assembly26, with one additional vote on top of that
- The Councillors of Lazarene Security10 will hold office until they resign, are removed by the Assembly, or are automatically removed from office such as due to loss of citizenship or their World Assembly (WA) nation ceasing to exist
- The Assembly26 can remove Councillors of Lazarene Security10 if two-thirds or 66.66% of voters in the Assembly are for it
Responsibilities of the Council
Key points:Ordinary responsibilities of the Council
(2) Councillors must maintain high endorsement WA nations in Lazarus at all times and meet any other requirements established by law.
(3) The Council will be responsible for assisting the Delegate and Vice Delegate in overseeing and protecting regional security.
(4) The Council may establish and revise its own procedural rules by 50%+1 vote. Such procedural rules will be subordinate to the laws of Lazarus.
- The Councillors of Lazarene Security10 are required to maintain high numbers of WA nation endorsements in-game and meet requirements that are set in law for Councillors of Lazarene Security10 to follow
- The Council on Lazarene Security10 will be required to assist the Delegate11 and Vice Delegate12 in overseeing regional security and protecting it
- The Council on Lazarene Security10 can revise the procedural rules of the Council on Lazarene Security10 if 50% of voters are for it plus an additional vote
States of emergency
Key points:States of emergency
(5) The Council may declare and may end a state of emergency by two-thirds vote. During a state of emergency, the Council may take all necessary measures to resolve the emergency, except that the Assembly may not be suspended, and the Council must adhere to any further regulation of states of emergency established by law.
- The Council on Lazarene Security10 may establish a state of emergency by a two-thirds vote or 66.66% vote of their number
- During a State of Emergency the Council on Lazarene Security10 may take necessary measures or steps to resolve this emergency
- The Assembly26, if not the Mandate, cannot be suspended by a state of emergency
- The Council on Lazarene Security10 is required to follow regulations of states of emergency that are established by law
Key points:Section 1. Definitions
(1) A state of emergency shall refer to an instance in which the Delegacy of Lazarus is threatened by an illegal attempt to overthrow the Delegacy or otherwise overturn the legitimately established Delegate of Lazarus under the mandate.
(2) A state of emergency can also be considered warranted if the Delegate has ceased to exist while in office or 28 days have passed with no logged in activity in Nationstates.
(3) A necessary measure implemented to protect the Delegacy of Lazarus shall be restricted to a vote concerning the endorsement limit, or concerning the residence or citizenship of hostile organizations, regions, or nations within Lazarus.
(4) Hostility shall be specifically defined as any organization, region, or nation that seeks or takes efforts to overthrow the legitimately established Delegate of Lazarus under the mandate.
- A state of emergency can be declared when the legitimately established Delegate of Lazarus is threatened by an illegal attempt to overthrow it
- A state of emergency can be declared if the Delegate has ceased to exist while in office or 28 days have passed with no logged in activity in Nationstates.
- A state of emergency is restricted to necessary measures to protect the Delegacy, such as the endorsement limit or residence or citizenship of hostile organizations, regions, or nations within Lazarus
- Hostility is defined as any organization, region, or nation that seeks or takes efforts to overthrow the legitimately established Delegate of Lazarus under the mandate.
