Preamble
The governments of the New Pacific Order and Lazarus in the pursuit of improved relations between the regions of The Pacific and Lazarus hereby establish a treaty of friendship and mutual goodwill between both signatories.

Article 1. Sovereignty and recognition
(1) The Pacific, as established under the governance of the New Pacific Order is hereby recognized as the legitimate government of The Pacific by Lazarus, and shall be a signatory to this treaty.
(2) Lazarus, as established by Mandate 12, and any legal successor to it is hereby recognized as the legitimate government of Lazarus by the New Pacific Order, and shall be a signatory to this treaty.
(3) Both signatories pledge to respect each other's sovereignty, inclusive of all territorial possessions and holdings upon the passage of this treaty that were under the direct control of the signatories. Further inclusions to this treaty shall require the joint agreement of both signatories.
(4) Both signatories shall establish and maintain off-site and on-site embassies, and maintain diplomatic relations, for as long as this treaty remains in effect, to the best of their ability.
Article 2. Mutual defense and cooperation
(1) Both signatories shall endeavor to share any intelligence that may constitute aggressive military action, espionage, treason, or any other hostile action that may constitute a threat to the sovereignty of either signatory. This intelligence shall be shared with their equivalent security body or designated institution.
(2) Both signatories pledge to support the legitimate World Assembly Delegate of each signatory through military assistance if requested by either signatory, in the case of a legal transition of power or a military attack on a legitimate World Assembly Delegate.
(3) Both signatories may cooperate in joint military operations, where it is deemed appropriate and feasible by both signatories, in line with their subsequent laws.
(4) Both signatories shall be encouraged to participate in joint cultural activities, when it is deemed to be appropriate and feasible by both signatories. This may include joint festivals or other forms of cultural exchange or cooperation.
Article 3. Limitations and exclusions
(1) Either signatory may request the amendment, revision, or the repeal of this treaty, in accordance with their subsequent laws. Both pledge to not unilaterally amend this treaty, and to not consider any amendments to be in effect until both signatories have enacted them.
