Preamble
This shall amend the Lazarene Citizenship Act to include the Granting Official and the Prime Minister having the ability to admit to Citizenship.
Article I. Lazarene Citizenship Act
(1) Article 1. Grant of Citizenship shall be amended to read:
Article I. Grant of Citizenship
(1) Applicants must have a nation in Lazarus, and comply with:
a. Laws and Treaties that may restrict participation or membership in other regions or organizations.
b. Policies established for the citizenship application, inclusive of forum administration checks.
(2) The Delegate shall appoint a Granting Official to advise the Delegate on citizenship applications.
(3) The Granting Official or the Prime Minister may recommend to the Delegate that an applicant be declined when they:
a. Have no nation residing in Lazarus or noted on their application.
b. Have a criminal history in another region or organization.
c. Do not present themselves as a good prospect for citizenship.
(4) Forum Administration shall decline an applicant inclusive of failing IP or Proxy checks set for the application. Unless a waiver is granted by forum administration to allow for their use of an IP Proxy for reasons of OOC safety or security.
(5) The Granting Official or the Prime Minister shall then advise the Delegate on an application. Advice of the Prime Minister shall supersede the advice given by the Granting Official where there is conflict.
(6) Once the application is approved by the Granting Official or the Prime Minister, it will be passed to the Delegate, who has the final authority to permit or decline citizenship.
(7) If the Granting Official or the Prime Minister has been granted the right to admit residents to citizenship by the Delegate, then they may permit or decline citizenship without need for Delegate approval, but they must provide a seven-day waiting period within which the Delegate may rescind the citizenship once granted.
(8) In the absence of a Granting Official or the Prime Minister, the Delegate may approve or reject citizenship applications.
Article II. Deprivation of Citizenship
(1) Article II. Deprivation of Citizenship shall be amended to include:
