When we passed this change in the mandate a while back, we still had enough folks willing to take up two separate minister positions:
(5) The Prime Minister shall appoint at least two Cabinet Ministers, one tasked with internal affairs, and one with foreign affairs. Appointment of Cabinet Ministers, excluding Deputy Ministers, will be subject to confirmation by 50%+1 vote of the Assembly.
I am thinking that we change this to something like this, so that we could have one ministry for example that has sub ministries:
(5) The Prime Minister shall appoint at least two Cabinet Ministers and Deputy Ministers, one tasked with internal affairs, and one with foreign affairs. Appointment of Cabinet Ministers, excluding Deputy Ministers, will be subject to confirmation by 50%+1 vote of the Assembly.
This would resolve the issue of needing two ministers, and thus reduce our administrative burden, and the Prime Minister can still appoint as many ministers as required.
 
Support. I would be in favor of going even further and allow the PM to construct the cabinet however they like, remove confirmation votes, but keep the Assembly's power to recall cabinet members. It would help the PM keep momentum and cut down on some of the red tape.

We could do that, while also fixing I believe is an issue with it as written. Technically a Minister could be recalled and taken back to vote again and again. I think if they are recalled from that role, they shouldn't be allowed to be appointed to that role again for the duration of the PM's term, as recalls are usually very serious things relating to what they did or their character.
