Constitutional Law on Lazarene colonies or territories

Preamble

This constitutional law will establish the means for the Assembly at the request of the Prime Minister to establish or remove an official colony, territory or possession of Lazarus.

Section 1. Colonies or territories of Lazarus

(1) This shall only apply to official colonies, territories, or possessions that are established through two-thirds vote of the Assembly at the request of the Prime Minister.

(2) Official colonies, territories or possessions shall be considered an integral part of Lazarus, and as such shall have the same rights and obligations before the law as if they were in the Lazarus region.

Section 2. Home Rule

(1) The Prime Minister may establish programs to assist the governance of an official colony, territory or possession of Lazarus.

(2) Each colony, territory, or possession shall exist exclusively on Lazarene regional infrastructure and may not establish its own.

(3) The Assembly may pass legislation concerning an official colony, territory, or possession of Lazarus.

Section 3. Regional Officers

(1) The Delegate of Lazarus may add or remove any regional officer at will in an official colony, territory, or possession of Lazarus. They may also provide this authority to a governor or successor of their choosing.

Section 4. Establishment or removal

(1) The Assembly may establish or remove an official colony, territory, or possession of Lazarus, at the request of the Prime Minister, by a resolution of two-thirds vote.

I'd rather this didn't go to vote just yet. I've been thinking in my spare time about this. It's quite an important law and a discussion thread with no replies is not really an appropriate amount of discourse for something of this magnitude.

I'll withdraw my motion then. I figured since only Debussy objected and I corrected it that everyone was fine with it.

I feel we need something in place so we can at the very least get a placeholder region organized. We can always modify or rewrite it if need be.
