Constitutional Resolution on Lazarene colonies or territories

Preamble
This resolution will establish the means for the Assembly at the the request of the Prime Minister to establish or remove an official colony or territory of Lazarus.
Section 1. Colonies or territories of Lazarus
(1) This shall only apply to official colonies or territories that are established through two-thirds vote of the Assembly at the request of the Prime Minister.
(2) Official colonies or territories shall be considered an integral part of Lazarus, and as such no distinction shall be made between their rights and responsibilities for protection, as if they were in the Lazarus region.
(3) A nation residing in an official colony or territory of Lazarus shall qualify as residing in the Lazarus region.
Section 2. Home Rule
(1) Each colony or territory may establish a local government.
(2) Home rule is subject to all laws and regulations of Lazarus and to the will of the Assembly.
(3) The Prime Minister may establish programs or add or remove regional officers to assist the governance of an official colony or territory of Lazarus.
(4) Each colony or territory shall exist exclusively on Lazarene regional infrastructure and may not establish its own.
Section 3. Regional Officers
(1) The Delegate may, in the case of citizens, after confirmation by a 50%+1 vote of the Council on Lazarene Security, impose revocation of citizenship, ejection and/or ban from any official colony or protectorate of Lazarus, or other measures to preserve their security and stability, for whatever duration of time is determined appropriate.
(2) The Delegate may order the addition or removal of any regional officer provisionally until a 50%+1 vote of the Council on Lazarene Security is taken to decide whether their addition or removal should be permanent.
(3) The Regional Guard commander may add or remove regional officers as required to preserve the security and stability of any official colony or territory of Lazarus.
(4) Regional officers may eject/ban any nations that violate endorsement caps set by the Council of Lazarene Security for an official colony or territory of Lazarus, or otherwise present a threat to its security.
Section 4. Establishment or removal
(1) The Assembly may establish or remove an official colony or territory of Lazarus, at the request of the Prime Minister, by two-thirds vote.
Note: This is a rough draft to take a look at over how we might establish frontiers as a part of Lazarus. This would qualify that frontier or stronghold as part of Lazarus and covered under treaty protection under many of our allied treaties.
