Whatever way the court goes on the issue of whether this is part of the constitution or not, we should really allow for the Delegte, CLS, PM, Directors, and so on to be able enforce RMB rules, and for bans of non-citizen spammers and trolls.

It shouldn't require a vote of the CLS for banning non-citizen fascists either, and our fellow GCRs (who have the technical ability to) allow bans of obvious fascists without issue, alongside major UCRs as well.

The court may rule that this is already permitted, due to this part in question only applying to citizens. But it couldn't hurt in that case to make the language way easier to understand.

There may also arise a situation in the future where the Assembly might like to put RMB discussion policy into law, which the CLS can then enforce, so it wouldn't hurt to allow for that.

Finally, if the court rules that non-citizens can't be banned except through a vote (under the current reading), then we should make clear the Assembly can pass laws to empower the CLS target groups that we are deeply against in GP and in military actions*1, which would be fascists as mentioned above.

It should also be noted that even under the existing mandate, the Assembly can vote to overturn CLS bans, and the CLS can reverse their ban decisions.

*1: I would refer to us banning citizen fascists outright from the region in the past, and the efforts of the Lazarene Regional Guard to fight fascists in NS.

This amendment will make clear the ability of the CLS to enforce RMB policy, regional law, or otherwise enfore on-site rule violations, on non-citizen residents of Lazarus.

Section 2 in the Mandate currently written reads:
II. Delegate of Lazarus

Establishment of the office of Delegate

(1) The Delegate will serve as head of state and lawful WA Delegate of Lazarus.

(2) The Delegate may not serve in any other office while serving as Delegate, except that the Delegate will be suspended from the Council of Lazarene Security if they are already a Councillor, but will automatically resume membership on the Council after their term as Delegate.

(3) The Delegate will serve until resignation, removal from office by the Assembly, or automatic removal from office.

Powers of the Delegate

(4) The Delegate may admit residents of Lazarus to citizenship. Further procedure for citizenship admission, including procedure for appealing rejection of a citizenship application by the Delegate, criteria residents must meet in order to be admitted as citizens as well as criteria for maintenance of citizenship and enforcement of such criteria, may be established by law.

(5) The Delegate may, subject to confirmation by 50%+1 vote of the Council on Lazarene Security, impose revocation of citizenship, ejection and/or ban from Lazarus, or other measures to preserve the security and stability of Lazarus, for whatever duration of time is determined appropriate. The Assembly may overturn such decisions by three-quarters vote.

Support. Makes sense. Maybe we should have an onsite administrator who can remove citizens without a vote for OOC reasons? Or not. Idc. Seems like something that would be okay. Though.

That's not something that should have to be legislated. Forum & Discord admins should simply investigate such matters and decide for themselves (collectively.) That's how every other region does it. Having done it myself, I know that is the best way the NS community has at its disposal.

Regardless, I support NR's bill in its current form.

I think Roger can already do that, but it isn't really a collective action.
 
The amendment as written gives xenophobes on our RMB the right to appeal by the Assembly. If there must be an amendment of the Mandate it should be the section relating to administration to acknowledge that the regional officers are responsible for the safety and wellbeing of its users.

Moderation of the RMB is not an IC duty and should be contained in the section of the Mandate that acknowledges that which it does not control.

That is fixed by putting it on its own line, like so, then it doesn't give an opportunity for Assembly appeal:

That still doesn't change the fact that the amendment makes these OOC measures repealable by the Assembly, an IC institution. Personally I would rather see this clarification of the administration section to reflect current policy and the "Delegate" section left alone:

This would mean that the Mandate describes our extant admin policy relating to the in-game region within the section where it acknowledges that which it does not govern.
